PROCUREMENT NUMBER: ASDEPO/CW/027/2025

Action for Social Development and Environmental Protection Organization (ASDEPO) is an Ethiopian non-governmental non-profit making humanitarian organization established in 2013 and re- registered in 2014 as per the new Proclamation 1113/19 with registration number 3528.

Currently, we are addressing Prevention, Risk Mitigation, and Response to Gender-Based Violence in Emergencies (GBVIE) in the Oromia Region. In line with its mission, ASDEPO. in partnership with its donors, wants to construct five Women and Girls Safe Spaces (WGSS) In Gimbi. Lalo Asabl.  Boji Dirmeji, and Nejo Woredas (Wast Wollega Zone), and Kuyu Woreda (North Shewa Zone) in the Oromiy Region.

Therefore, ASDEPO requested interested contractors to submit their company profile that contains at least the following mandatory documents and their financial offer for the above-mentioned work as per the below-listed BOQ. The organization will strictly evaluate based on, but not limited to, the following evaluation criteria during the selection of the next step. An award will be given to the winner for the total price of the entire work.

1. Administrative document

• Valid trade Registration License
• Valid Business License
• Tax Identification number (TIN) certificate:
• Value Added Tax Certificate

2. Technical documents

• Valid GC construction grade 5 and above.
• Firms' experience as a primary contractor for the past four years.
• Proposed key personnel meets GC 4 and BC 3 requirements. Cumulative volume of work for the past 3 years is at least 7,000,000 ETB.
• Experience as a primary contractor for the past years, especially in emergency response projects, is considered advantageous.

3. Bid Requirement

• Bidding will be conducted in accordance with the open tendering procedures contained in the Directives of the Organization and other Relevant Laws of the Country, and is open to all eligible bidders.
• Bidders shall present a copy of a renewed Trade license, Certificate of registration. Tax Clearance certification, VAT Registration Certificate, and TIN Registration Certificate as part of the technical proposal.
• The bid document submission must be accompanied by a Bid Bond Amount of 5% of the total amount in the form of an Unconditional Cashier's Payment Order (C.P.O).
• Bidders should indicate whether the price includes or excludes VAT.
• Bid should be submitted in two separate sealed envelopes, Financial and Technical proposals, addressed to ASDEPO.
• The envelopes should clearly indicate the invitation to bid reference number Ref. "ASDEPO/CW/027/2025."
• The bid document must be deposited in the bid box prepared for this purpose at Gimbl Field Office for the West Wollega lour Woredas construction bidders, and Kuyu Woreda Construction bidders at Gebre Guracha Field Office before January 09, 2026, 10:00 AM (Morning)
• Bid opening shall be held by January 14, 2026, 10:30 AM (morning) at Addis Ababa Head Office, with the presence of bidders and/or their representatives who want to attend.
• Winners shall hand over the work within one week after the Award letter (Contract agreement) is received.
• The bid documents /BOQ/ will be taken at the ASDEPO Gimbi, Field Office for West Wollega four Woredas constructions: bidders, and for Kuyu Woreda Construction bidders, from Kuyu (Gebre Guracha) Fleld Office,

• Failure to comply with any of the conditions stated above shall enfall automatic rejection.

4. Additional requirement

• The winning contractor will deliver all materials required for the work and is expected to execute the work, including the provision of all required equipment for the work. Bidders who know the local operation areas and context are preferred.
