Invitation to Bid for Sub-Contract Works-Geotechnical Investigation of Bridge

Foundations for Chebel River Bridge with Access Road Project

1.       Background

ELCOV CONSTRUCTION & TRADING PLC, the Main Contractor hereby invites eligible and qualified Subcontractors to submit their bids for the Geotechnical Investigation of two bridges foundations: Fogge River Bridge (20m span at station 01+170) and Chebal River Bridge (40m span at station 10+170) which are incorporated on " Chebel River Bridge with Access Road Project," as per the Terms of Reference (TOR) to be provided with the bidding document and in compliance with the Project's Special Provisions and Bill of Quantities.

2.       Scope of Works

The scope includes, but is not limited to:

·         Mobilization and demobilization of drilling rigs and equipment.

·         Drilling of boreholes, soil and rock sampling, SPT testing, groundwater monitoring.

·         Laboratory testing of collected samples.

·         Preparation and submission of a detailed Geotechnical Investigation Report.

3.       Eligibility Criteria

·         Interested bidders must meet the following minimum requirements:

·         Valid renewed Business License for 2018 E.C.

·         Valid Tax Clearance Certificate, VAT Registration and Tax Identification Certificate.

·         Proof of Registration in the EGp Portal.

·         Proven experience in similar geotechnical investigation works for bridge foundations (At least for 4 Similar Projects).

·         Availability of qualified personnel (Senior Geotechnical Engineer as specified in the TOR).

·         Ownership or access to suitable drilling equipment meeting the specifications in the TOR.

4.       Bid Documents

The complete set of bid documents, including the Terms of Reference (TOR),

Bill of Quantities, and Contract Forms, can be obtained from:

5.       Bid Submission

Sealed bids comprising Technical Proposal and Financial Proposal in separate envelopes must be submitted to the address below no later than 12:00 A.M on 10th day of the announcement made public on the Newspaper. If the 10th day is a nonworking day (Sunday), the final date for submission would be on the next working day.

Bids must be clearly marked:

"Technical Proposal Geotechnical Investigation, Chebel River Bridge with Access Road Project, ITB No. EC/HO/PC/01/2026"

"Financial Proposal Geotechnical Investigation, Chebel River Bridge with Access Road Project, ITB No. ITB No. EC/HO/PC/01/2026"

6.       Bid Opening

The bid opening ceremony will be held on the 10th day of the announcement of this bid on the Newspaper or the consecutive working day if the 10th day is a nonworking day (Sunday), at the ELCOV CONSTRUCTION & TRADING PLC Head Office at 2:00 PM in front of bidders or their authorized representatives.

7.       Clarifications

Any requests for clarification regarding the bid documents must be submitted in writing to the email elcovconstruction@gmail.com or kaleabtt12@gmail.com at least 4 days prior to the submission deadline. ELCOV CONSTRUCTION & TRADING PLC reserves the right to accept or reject any or all bids without providing any reason.
