Project: One WaSH National Program phase II (OWNP-CWA Phase II)

Contract Title: Procurement of Solar PV Systems with installation for Existing Schemes ceased operations due to extreme fluctuations & the rising cost of fuel found in Twenty-four program woredas in fifteen zones by categorized into 6 lots.

1.       The Government of Ethiopia has received credit/funding from different financers channeled through Consolidated WaSH Account (CWA) under One WaSH National Program (OWNP) phase II Credit to payments under the contract for Procurement of Solar PV Systems with installation for Existing Schemes ceased operations due to extreme fluctuations & the rising cost of fuel found in Twenty-four program woredas in fifteen zones by categorized into 6 lots.

2.       The Oromia Water and Energy Bureau now invites sealed bids from eligible bidders for Procurement of Solar PV Systems with installation for Existing Schemes ceased operations due to extreme fluctuations & the rising cost of fuel found in Twenty-four program woredas in fifteen zones by categorized into 6 lots) as below: -

•        Lot -1, Supply and Installation of Solar PV System Existing Schemes Rayitu Mamado, Wangeya Hara kadir and Wakchila Rural Pipe Systems found in Bale, East Bale and West Arsi Zones respectively.

•        Lot -2, Supply and Installation of Solar PV System Existing Schemes Dase Gora, Hangadhi, Hiyo komole, Bulo Ano Xulange, Dibisa kilkile, and Haro Daye Rural Pipe System found in Borena, Guji, West Guji and East Borena Zones Respectively.

•        Lot-3, Supply and Installation of Solar PV System Existing Schemes Bosoke Shito, Ibsa Ilamu, Jarso Boloso, Andu and Denta Chebel Rural Pipe System found in Buno Bedele, Horo Guduru Wollega, West Wollega and Kelam Wollega Zones Respectively.

•        Lot-4, Supply and Installation of Solar PV System Existing Schemes Illili Darartu, Tokkumma Jalala, Oda Bishani, Burka Gaba and Kase Ija Rural Pipe System found in East Hararghe and West Hararghe Zones Respectively.

•        Lot-5, Supply and Installation of Solar PV System Existing Schemes Cheka Hurufa, Abay Silto, Wadeyi Giranche, Togo and Jarso Rural Pipe System found in East Shoa and West Shoa Zones Respectively.

•        Lot-6, Supply and Installation of Solar PV System Existing Schemes Bere Tirtira, Dobi and Tole Balakes Rural Pipe System found in East South West Shoa Zone

3.       Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods underIBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

4.       Interested eligible bidders may obtain further information from Oromia Water and Energy Bureau and inspect the bidding documents during office hours 8:30 AM to 5:00 PM Local time at the address given below.

5.       A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 500 (Five hundred Birr). The method of payment will be Cash against receipt.

6.       Bids must be delivered to the address below on or before August 24, 2026 at 14:00 hours (2:00 P.M). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on August 24,2026 at 14:30 hours (2:30 P.M).

7.       All bids must be accompanied by a Bid Security of ETB 250,000.00 (ETB Two Hundred Fifty Thousand Only) for lot 1 & Lot 6, ETB 500,000.00 (Five hundred Thousand only) for lot 2 & Lot 4 and ETB 400,000.00 (Four Hundred Thousand only) for Lot 3 & Lot 5 or in freely convertible Currency.

8.       The purchaser reserves the right to reject any bid and to annul the bidding process and reject all or Part of the bid at any time prior to contract award, without incurring any liability to bidders.
