The Federal Democratic Republic of Ethiopia, Ministry of Agriculture, has received financing from the African Development Bank (AfDB) toward the cost of the Build Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) Project and intends to apply part of the proceeds for the recruitment of a consulting firm to undertake an Independent Procurement Audit for the years 2023, 2024, 2025, and 2026 G.C.
The consulting services include, but are not limited to, the following:
- Reviewing procurement planning, procurement processes, contract administration, implementation procedures, and record-keeping practices for a sample of contracts financed under the BREFONS Project to assess their consistency with the Project Appraisal Document (PAD), Project Implementation Manual (PIM), Procurement Plan, and the African Development Bank's Procurement Policies and Procedures.
- Auditing selected contracts and providing an independent professional opinion on the adequacy, transparency, compliance, and efficiency of procurement transactions undertaken during the audit period covering 2023, 2024, 2025, and 2026 G.C.
- Conducting the audit at the Federal Project Coordination Unit (FPCU) and selected regional implementation offices, including Somali, Afar, Oromia, Southwest Ethiopia, and Southern Ethiopia Regions.
The consultant shall review at least fifty percent (50%) of the total signed and/or completed contracts under Borrower Procurement System during the audit period.
The Ministry of Agriculture now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience in performing procurement audits for projects financed by multilateral development institutions. To demonstrate specific experience, the consultants shall provide a list of projects financed by multilateral development institutions audited in the last five years. The consultants shall also demonstrate availability of appropriate personnel for the assignment.
Eligibility criteria, establishment of the short-list, and selection procedures shall be in accordance with the African Development Bank's Procurement Policy for Bank Group Funded Operations, October 2015 Edition, available on the Bank's website www.afdb.org (https://www.afdb.org/). which can be accessed by to all potential consultants.
Interested consultants may obtain further information at the address below during office hours from 9:00 A.M. to 12:30 P.M. and from 2:00 P.M. to 5:00 P.M., Monday to Thursday, and from 9:00 A.M. to 11:30 A.M. and from 2:00 P.M. to 5:00 P.M. on Fridays.
