Catholic Caritas Ethiopia – Hawassa (CCE-Ha) invites sealed bids from eligible and competent local contractors/suppliers for the Design, Supply, Installation and Commissioning of a Solar-Powered Water Pumping System for Wotera Kechema-Eddo Multi-Village Water Supply Scheme, located in Wondo Genet Woreda, Sidama Region, Ethiopia.

1. Scope of Works

The Contractor shall undertake all activities required to successfully complete the project on a turnkey basis. The scope of work includes, but is not limited to, detailed engineering design, procurement, supply, transportation, installation, testing, commissioning, operator training, documentation and final handover of the completed solar-powered water pumping system.

The Contractor shall be fully responsible for the technical adequacy, quality, safety and performance of the completed system.

2. Eligible Bidders

Interested and eligible contractors/suppliers with relevant experience in the design, supply, installation and commissioning of solar-powered water pumping systems for rural and/or multi-village water supply schemes are invited to participate.

Bidders shall submit valid and renewed:

• Bidder’s renewed trade license relevant to the required works, VAT Registration certificate, TIN and VAT registration certificates, and tax clearance of ___2018___ E.C / __2026____ G.C.;
• Certificate of competence/registration for __2018___ E.C / __2026__ G.C, appropriate to the nature and value of the works, where applicable;
• Company profile showing past records and relevant credentials;
• Evidence of relevant experience in similar solar water pumping projects, and successful completion of comparable contracts, preferably for water supply systems;
• Evidence showing the bidder’s good reputation and financial standing that enables to perform its obligations under the contract.
• List and qualification of proposed key technical personnel;
• Evidence of availability of the required equipment and technical capacity;
• Audited financial statements or other evidence demonstrating adequate financial capacity.

NB: Experience as a subcontractor shall not be considered as the bidder’s lead experience unless specifically permitted in the bidding document.

3. Obtaining Tender Documents

Interested bidders shall submit a written application on their company letterhead together with copies of their valid business license and other required registration documents.

The bidding document shall be available from ____24/08/2026______ to __31/08/2026________, during working days between 8:00 a.m. and 5:00 p.m. Ethiopian time, upon payment of a non-refundable fee of ETB ___200Birr____, where applicable.

4. Bid Security

Each bid shall be accompanied by a bid security of ETB ___20,000 Birr_____ in the form of CPO or unconditional bank guarantee, issued in the name of Catholic Caritas Ethiopia – Hawassa (CCE-Ha) and valid for not less than 90 days from the bid opening date. Cash and insurance bonds shall not be accepted.

5. Site Visit

• Bidders are strongly encouraged to visit and inspect the project site at Wotera Kechema-Eddo Multi-Village Water Supply Scheme, located in Wondo Genet Woreda, Sidama Region, Ethiopia, prior to submission of their bids.
• The bidder shall familiarize itself with the site conditions, existing water supply infrastructure, pumping requirements, accessibility, solar resource conditions and other factors that may affect implementation.
• Where a mandatory site visit is required, bidders shall obtain a site visit confirmation letter/certificate from Catholic Caritas Ethiopia – Hawassa (CCE-Ha) and submit it together with their technical proposal.

6. Submission of Bids
   • Bidders shall submit their bids in accordance with the instructions contained in the bidding documents.
   • The original technical proposal, original financial proposal and required copies shall be submitted in separately sealed and clearly marked envelopes and placed in the designated tender box at Catholic Caritas Ethiopia – Hawassa (CCE-Ha).
   • The deadline for submission of bids shall be 31^st August 2026 at 11:00 a.m. (5:00 local time). Late bids shall be rejected.

7. Bid Opening

• Bids shall be opened publicly in the presence of bidders or their duly authorized representatives who wish to attend at 11:30 a.m. (5:30 local time) on 31^st August 2026 G.C at CCE – Hawassa ____Abune Gasparini Training Center hall.
• If the scheduled opening date falls on a public holiday or non-working day, the opening shall take place on the next working day at the same time and venue.

8. Evaluation

• Bids will be evaluated in accordance with the criteria and procedures specified in the bidding documents.
• Only bidders meeting the minimum technical and qualification requirements will proceed to financial evaluation.

9. Contract Award

• Following completion of the technical and financial evaluation, the contract shall be awarded to the substantially responsive and qualified bidder offering the best evaluated bid, in accordance with the bidding documents and applicable procurement procedures.
• The winner will be posted on the organization board for __5___ working days in accordance with its procurement procedures.

10. Reservation of Rights

CCE-Ha reserves the right to accept or reject any or all bids, cancel or amend the procurement process, and take other permissible actions without liability.
