1. Background
Development Expertise Center (DEC) is a national Civil Society Organization (CSO) established in 2007 and re-registered in May 2019 in accordance with the Ethiopian Civil Society Organizations Proclamation, under registration number 0009. DEC works to contribute to national development efforts through integrated, decentralized, and sustainable programme interventions. The organization implements programmes in several regions of Ethiopia.
In line with its humanitarian emergency response programme and with financial support from UNHCR, DEC intends to undertake site development improvement works and drainage construction support from ECHO in Luak-Dong Refugee Camp, Gambella, in response to the needs of South Sudanese refugees.
2. Invitation to Bid

4. Collection of Bid Documents
Interested bidders may collect the bidding documents from the DEC Addis Ababa Office, located at Shola. Bid documents will be available on working days and during working hours from: 2 September 1, 2026 to 08 September 2026, up to 5:00 PM.
5. Eligibility and Required Documents
Interested bidders must be legally registered, technically competent, and qualified to undertake the proposed works. Bids must be accompanied by the following documents:
- Renewed business license and competency certificate for 2018 E.C.
- VAT registration certificate
- Company profile, including evidence of previous experience and performance on similar works
- Other relevant credentials as required by the bidding documents
- CPO in the name of: “Development Expertise Center”
Note: The detailed evaluation criteria will be provided as part of the BoQ/bidding documents according to the requirements of the respective lot.
7. Bid Submission
Bids must be submitted in sealed envelopes, clearly marked with:
- Bidder’s name and address
- Legal stamp
- Name of the project/site
- Lot number
Each bidder shall submit:
- One (1) original and one (1) copy of the technical proposal; and
- One (1) original and one (1) copy of the financial proposal.
Technical and financial documents shall be placed in separate envelopes, with each envelope properly sealed and clearly labelled and the evaluation of technical is 40% and financial is 60% in total of 100%.
8. Deadline for Submission
Completed bids must be submitted to: Development Expertise Center (DEC) with Deadline of 09 September 2026 Time: Before 10:30 AM at Addis Ababa office. Late submissions will not be accepted.
9. Bid Opening
Bids will be opened on: Date: 09 September 2026 Time: 3:00 PM
Bidders or their duly authorized representatives who wish to attend may be present during the bid opening.
10. Right of DEC
Development Expertise Center reserves the right to accept or reject the whole or any part of this bid, in accordance with its procurement procedures.
