- Background
Under the e-Learning for Strengthening Higher Education (e-SHE) – Higher Education Delivery Excellence Enhancement Program (HDEEP), implemented by the Federal Democratic Republic of Ethiopia (FDRE) Ministry of Education (MoE), the Mastercard Foundation, Arizona State University, and Shayashone Trading PLC (SYS), MoE is implementing a comprehensive Higher Education Leadership Development Program.
The program aims to strengthen the leadership, governance, and management capacity of Ethiopia’s public higher education institutions by equipping university leaders with the knowledge, skills, and competencies required to drive institutional excellence and transformation.
As part of this strategic capacity-building initiative, MoE is establishing a Higher Education Leadership Development Center, which will serve as a national center of excellence for designing and delivering high-quality leadership development programs. The Center will provide training and professional development opportunities for university presidents, vice presidents, deans, directors, and other senior academic and administrative leaders across Ethiopia’s public higher education system.
To establish a modern, functional, and technology-enabled learning environment, the MoE, through SYS, invites eligible and qualified bidders to submit bids for the Supply, Installation, and Commissioning of ICT Equipment, Procurement Reference No. HDEEP/NCB/002/2026.
- Scope of Work and Deliverables
The selected supplier shall supply ICT equipment, including but not limited to laptops and desktop computers, printers, Wi-Fi access points, network switches, power backup systems, digital billboards/displays, and CCTV cameras.
The scope includes:
- Supply of all required ICT equipment
- Installation and commissioning of the equipment, as applicable
The detailed scope, quantities, technical specifications, and other requirements are provided in the bidding document, which will be made available to interested bidders.
- Eligibility Requirements
Eligible and qualified bidders shall fulfill the following requirements:
- Legally established in Ethiopia and/or an authorized agent in the country;
- Valid and renewed trade license relevant to the supply of ICT equipment for the year 2018 E.C.;
- Valid registration/certification from the relevant authorized body in the public sector;
- Manufacturer’s Authorization Certificate;
- Valid Tax Clearance Certificate confirming that the bidder is eligible to participate in public tenders and valid at least through the bid submission deadline;
- Taxpayer Identification Number (TIN) Certificate; and
- VAT Registration Certificate.
Bidding will be conducted through the National Competitive Bidding (NCB) procedure, in accordance with the qualifications and requirements specified in the standard bidding document to be provided to interested bidders.
The bid will remain open for fifteen (15) consecutive days from the date of publication of this notice. Interested bidders may obtain the complete set of bidding documents during this period.
All bidders are required to submit a bid security in the form of an unconditional bank guarantee, in accordance with the requirements stated in the bidding document. The bid security shall be submitted in a separately sealed envelope.
Bidders shall submit one original and one copy of their bid documents, including the technical and financial offers. The sealed bids shall be submitted to SYS no later than Tuesday, September 15, 2026, at 2:30 p.m. Bidders shall comply with the Instructions to Bidders and all qualification requirements specified in the bidding document.
The bids will be opened at the SYS office on Tuesday, September 15, 2026, at 3:00 p.m., in the presence of bidders or their representatives who choose to attend.
