Bidding will be conducted through National competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers first published in July 2016 and revised in November 2017. Now, it is revised to incorporate changes reflecting the World Bank Procurement Regulations for IPF Borrowers, "Procurement Regulations" Fifth Edition dated September 2023, and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 1,500 (One Thousand Five Hundred) ETB in cash The method of payment will be cash payment to Oromia Irrigation and Pastoralist Development Bureau The document will be uploaded on https://www.oipdb.gov.et
  4. Bids must be delivered to the address below Oromia Regionals State offices, Sar-Bet Oromia Irrigation and Pastoralist Development Bureau, Lowlands Livelihood Resilience Project New building 8th floor on or before 08 May 2025 10:00 am. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART and FINANCIAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below state address at the end of this RFB on 08 May 2025 10:30 am. All envelopes marked "COPY" shall remain unopened and will be held in safe custody of the Employer until contract evaluation process complete.
  5. All Bids must be accompanied by amount above as per requested above in table or refer table above only CPO other type of security is not acceptable
  6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
