Specific Project Experience
|
The Bidder shall demonstrate that it has successfully completed at least Two contracts within the last five years prior to bid submission deadline, for lot one with a value of at least USD 600,000, USD 300,000 for lot two and USD 150,000 for lot three or equivalent. Or one contract within the last five years prior to bid submission deadline, with a value of at least USD 1.5Million, for lot one, USD 600,000 for Lot two and USD 300,000 for Lot three or equivalent that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the respective Contracts. For a joint venture, this requirement may be met by all members combined.

Any specifications that exceed these minimum requirements will be scored more highly.

Comfort: The vehicle is equipped with air conditioning (extra points for both front and rear), full audio system (FM, CD,DVD, Aux) and minimum 8 speakers, it woofers, subwoofers and at least one amplifier, all controls operable in English language. For seating capacity, extra points for any capacity above 5 seats, for leather seating instead of regular cloth seating, and for advanced suspension systems.

Safety: Beyond basic safety features expected of any vehicle, extra marks will be awarded to proposers whose vehicles include Advanced Driver Assistance Systems (ADAS) including: Adaptive Cruise Control (ACC): Maintains a set speed and distance from the vehicle ahead, adjusting as needed based on traffic conditions; Blind Spot Detection: Warns the driver of vehicles in their blind spots, preventing potential accidents during lane changes; Automatic Emergency Braking (AEB): Automatically applies brakes to avoid or minimize impact in case of an imminent collision; Lane Keeping Assist: Helps keep the vehicle centered in its lane, reducing driver workload and preventing unintentional lane departures; Forward Collision Warning: Alerts the driver to potential collisions with objects in front of the vehicle; Traffic Sign Recognition: Identifies and displays speed limits and other road signs to the driver; Parking Assistance: Helps with parking maneuvers, making it easier to navigate tight spaces.; Pedestrian Detection: Detects pedestrians and alerts the driver to potential hazards; and Driver Monitoring System: Monitors the driver's attention and can alert them if drowsiness or inattention is detected.

Service Standards: Ease of availability of spare parts preferably in-country but if not in-country demonstrate ease of importing into the country from the manufacturer or reliable authorized agent. Sustainability: The proposers will need to demonstrate Commitment to sustainable design and construction practices by themselves and by the vehicle manufacturers. The proposers must demonstrate good sustainability practices including in the supply chain of the vehicle manufacturing on both social and environmental grounds including sourcing of materials, how recyclable materials are incorporated into the supply chain, use of sustainably responsible suppliers, and materials, how. wastage is managed, energy efficient practices, and how disposals are managed. Proposers should indicate how the Environmental footprint of the EV, including battery production, manufacturing processes, and end-of-life recycling is minimized.

The weight to be assigned for the technical factors is 60% and cost is 40%.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing" sixth Edition, February ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): [60%. - The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and up on payment of nonrefundable fee of USD 20 or Ethiopian Birr 2,000 (One Thousand) or in freely convertible currency. The method of payment will be in cash or cash payment order/CPO/ in the name of Ministry of Transport and Logistics. The document can be collected in person from Ministry of Transport and logistics, Horn Africa Initiative: Regional Economic corridor Project Office.
- Bids must be delivered to the address below on or before 15 August 2025, 10:00 AM. Electronic bidding will not be permitted. Late bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on 31 July 2025, 10:00 AM All envelopes marked "SECOND ENVELOPE: FINANCIAL PART" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of USD 22,400 for Lot 1, USD 18,400 for Lot II, USD 5,400 for Lot III; or in equal amount in ETB or any freely convertible foreign currency. Bid Security must be in the form of either CPO or Bank Guarantee from a recognized local Banks and it must be counter guaranteed by local banks for foreign bank guarantees.
