TERMS OF REFERENCE (TOR) FOR EXPRESSION OF INTEREST

(EOI) FOR PREQUALIFICATION OF COMPANIES/FIRMS

FOR SPECIAL CONSTRUCTIONS OF Artistic Developments and Construction Works FOR ECWC CONSTRUCTION PROJECT

1. Introduction

Ethiopian Construction Works Corporation (ECWC) is an autonomous public body established by virtue of the Council of Ministers Regulation No.366/2015 to deliver constructions overseas and domestic construction works in the area of highway, Air field, dam and irrigation, water supply, hydropower construction projects. Ethiopian construction works Corporation has established its head off Addis Ababa city, Yeka sub city Around Gurdsholla. ECWC has been undertaking various construction projects in all geographic regions of the country.

The corporation has been undertaking construction of different projects with Artistic Features. Accordingly, the corporation seeks to establish a roster of companies/firms with technically and financially competent who will be invited for the works of state-of-the-art water Features according to the construction project standards.

Therefore, Ethiopian Construction works Corporation (ECWC) invites proficient companies/firms having license on such works and interested to work with the corporation to submit sealed separate pre-qualification application for expression of interest for:

2. Objective of the Assignment

The main objective of this Expression of Interest is to Develop and construct Artistic Features as per the Construction projects standards.

3. Description and specification of the Assignment

The companies/firms shall carry out AND/OR

Develop, Assist and/or Construct Artistic Feature Elements, Follow Up the pre- construction Activities Install in place or mount, hand over and Commission as well as Maintain for the period of Defect Liability

4. Application Process

Interested companies /firms /must fill in the ECWC prequalification applications and submit relevant documents/information/ as to demonstrate that they are eligible and qualified to perform the following

Develop, Assist and/or Construct Artistic Feature Elements, Follow Up the pre- construction Activities Install in place or mount, hand over and Commission as well as Maintain for the period of Defect Liability

The applicants should consider the following application procedures and documents:

1. 1. The applicant shall bear all costs related to preparation and submission of this Expression of interest. ECWC will not be responsible or liable for those costs regardless of the result of the selection process
   2. Incorrect, incomplete and inadequate application may lead to rejection of the application
   3. All document must be submitted in English language
   4. Applicants may be requested to clarification on submitted document,
   5. ECWC has the right to reject the application without communicating the Applicants
   6. ECWC shall not provide explanation to applicants related to shortlisting and selection process, in this respect, ECWC decision shall be final and binding for all applicants
   7. ECW shall not enforce to pay advance payment.
   8. International companies are not allowed to participate in this EOI as it is being run locally in Ethiopia.
   9. Submission of documents shall be as per the Termes's of References given in the EOI

5. Participants

Prospective national Firms who are legally registered in Ethiopia are invited to participate in the Expression of Interest (EOI). Competent applications meeting all requirements should be submitted all necessary documents in sealed envelope by courier on or before 30th July 2025 on the following address

6. Implementation Time

The completion date of the assignment shall depend on the duration of city the projects and which will be determined during signing of the contract agreement.

7. Requirements for Submission of Expression of Interest (EOI)

The EOI shall contain following documents:

• A cover letter for submission of expression of interest for partnership singed by head of organization,
• Completely filled up organization profile,
• Company capacity statement,
• registration certificate from the government authority with Latest renewal 2024/25 Renewal),
• License with latest renewal (2017 E.C)
• VAT certificate & TIN No,
• Tax clearance letter,
• Power of Attorney
• Supplier List Registration by Procurement Agency
• The Deadline for document submission shale be on July 30, 2025 at 05:00P.M.

A covering letter for EOI typed in organizations letter head with official seal. There should be a subject head, the reference no of EOI notice and clear indication for which the EOI is submitted.

8. Evaluation Process and Criteria

The evaluation criteria will mainly depend on relevant document submitted by the company/firm and short-listed company/firm will be communicated through official letter. In this regard, ECWC will prepare and use its own criteria for short listing of competent company/firms which will be kept in the records of the corporation for subletting the specified scope of the assignment as required.

9. Works Sub-contracting Process

From short list records, companies/firms will be selected for subletting a specific project site based on the corporation fixed unit rate. The basis for selection for the /companies/firms will be evaluation result of company/firm and their willingness to participate in that regard.

10. Qualification Requirements

Company's/firm profile and required documents shall include: Description of the respondent, including number of employees, equipment and machinery, gross revenue and office location(s). Highlight relevant experience, skills, and capabilities necessary to undertake the projects, including, but not limited to demonstrated experiences. Furthermore, the company/firm has to demonstrate that it will have available personals and related equipment for implementation of the assignment compliant with national and international standards.

1. Minimum Eligibility Criteria

Firm's service provider's minimum eligibility criteria are as under:

1. 1. Minimum 01 years of experience in the sated works
   2. The firm shall have local presence for which they are willing to express interest.
   3. The /company/firm should have involved and proven Experience in such a works at least with in Addis Ababa City.
   4. Applications shall be evaluated in accordance with the above criteria capacity, Track Record and Experience, Technical Expertise and Financial Strength.
