PUBLIC NOTICE: UPCOMING PROJECT EVALUATION

Subject: External Evaluation of the WASH Project

Background

The Ethiopian Kale Heywet Church Development Commission (EKHCHADC), a national non-profit NGO registered under license number 1218, is pleased to invite qualified external evaluators to participate in the evaluation of its ongoing WASH (Water, Sanitation, and Hygiene) project. This project is being implemented across three regional states: Sidama Region, Central Ethiopia Region, and Southern Region.

The evaluation will focus on six target districts:

Central Ethiopia Region: Abeshege (Gurage Zone), Misha (Hadiya Zone), and Kachabira (Kembata Zone)

Sidama Region: Lokabaya and Boricha

Southern Region: Dilla Zuria (Gideo Zone)

The current project is scheduled to conclude its four-year implementation period at the end of 2025. However, an early evaluation is required to help inform the planning and design of a potential next phase. The evaluation must be completed before the end of September 2025. Accordingly, interested firms or individuals are invited to participate in the bidding process, which will close by mid-August 2025.

Objectives of the Evaluation

The evaluation seeks to: -

Assess the relevance, efficiency, effectiveness, impact, and sustainability of the WASH project Identify key achievements and implementation challenges Collect feedback from stakeholders, beneficiaries, and community members Generate lessons learned and recommendations to guide future WASH programming Evaluation Timeline

Start Date: September 08, 2025

End Date: September 30, 2025

Project Period Covered: - January 2022-August 2025

Eligibility Requirements

Interested evaluators must meet the following criteria:

Proven experience in evaluating WASH or similar development projects

Relevant academic and professional qualifications

A valid business license to operate and participate in bidding processes in Ethiopia Submission of documentation demonstrating relevant expertise and successful past performance

Submission Deadline

All expressions of interest and required documents must be submitted within 10 business days from the date of publication of this notice.

Required Documents

Applicants must submit the following: -

CVs of the lead evaluator and all proposed team members

Evidence of previous experience, including sample reports or evaluation documents

A financial proposal detailing the projected evaluation costs separately.

A brief strategic plan (2-3 pages) outlining the proposed approach and methodology, with a clear timeline for completion.

Bidders can buy bid documents and instructions for a non-refundable fee of 400 Birr from Office No.102 at the Main Office of the Development Commission. Bidders are encouraged to read the ToR thoroughly and may seek clarification if any part of the document is unclear.
