IFB Title Construction of Water Supply System & Sanitation System for sore host community including Institution in Benshangul

1. The Benishangul Gumuz Regional State Water and Energy Resource Development Bureau invites Eligible bidders with renewed licenses for 2017/2018 FC registration card issued from the Ministry of Trade, VAT registration certificate, and Tax identification number (TIN).
2. UNICEF is to implement and make payments under the contract for construction of a new water supply system for There-Refuge camp and host communities in Benishangul Gumuz Regional State of Homosha worda
3. Benishangul Gumuz Regional State Water & Energy Resources Development Bureau invites sealed Bids from qualified eligible bidders for civil work construction supply and installation of pipe & fittings and Supply & Installation of electro Mechanical Equipments for Water supply system at Tsore Refugee Camps.
4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the Public Procurement Proclamation Guidelines, of the Government of the Federal Democratic Republic of Ethiopia and is open to all Contractors/bidders from Eligible Countries as defined in the Bidding Documents

6. A complete set of Bidding Documents in English from the day that the advertisement appears in The Ethiopian Herald newspaper at (1). Room No. Ministry of Water and Energy, Addis Ababa, Assosa during normal working hours upon payment of a non-refundable fee of Birr 5,000.00. Method of payment will be in cash. Interested Applicant are required to attach with their application, a copy of their renewed trade license, MoWE work permit, VAT certificate, Tax clearance and TIN.
7. The Minimum Qualification requirements would be:

1. Eligibility.
2. Historical Contract Non-Performance, and Pending Litigation and Litigation History
3. Financial Capabilities

• Access to, or has available liquid assets, un conditional lines of credit, and other financial means of minimum of 60 Million
• The audited balance sheets and financial statements for the last three years must be Authenticated by the Regional or Federal Government Revenue Bureau
• Minimum Peak annual construction turnover for one year must be submit of Birr 80,000,000.00 [Eighty Million] to be calculated as certified payments received for contracts in progress and/or completed within the last three years.

4. General Experience of at least three years with minimum of three Contracts Each with a value of at least 60 Million Birr
5. Specific Construction & Contract Management Experience A minimum number of two similar Water Supply and Sanitation contracts that have been satisfactorily and substantially completed with a value of at least 250 Million as a prime contractor joint venture member management contractor or subcontractor.

8. Bids shall be valid for a period of ninety (90) days and Bid Security shall be Valid for 90 Days after bid opening and must be accompanied by a bid security, in an acceptable (CPO or Un Conditional bank guarantee) form amounting to 500,000 birr (Five hundred thousand birr only)
9. The eligible bidders should submit One original and Three copies of their each technical and financial Offers as well as bid security in separate wax sealed envelopes addressed to Benishangul Gumuz Region Water and Energy Resources Development Bureau at Water and energy Minister, Addis Ababa Room No B-on or before 3:00PM on or before 21st calendar days from the last advertisement date notice on The Ethiopian Herald and bids shall be opened at 3:30 PM at the Water and Energy Minister compound, Addis Ababa in the presence of the bidders who wish to attend, Technical document evaluation and the financial document will be opened at Benishangul Gumuz Region Water & Energy Resource Development Bureau, If the 21st  Calendar Day is a holiday, it will be on the next working day.
10. The bidding documents should be submitted in clearly marked envelopes and delivered to the address mention in the above. Late applications may be rejected.

Electronic bidding shall not be permitted. Benishangul Gumuz Regional State Water & Energy Resources Development Bureau takes no responsibility for late delivery, damage or loss of documents sent by courier.

11. The Benishangul Gumuz Regional State Water & Energy Resources Development Bureau Reserves the right to reject all or part of the bid.
