Subject: Request for Quotation (RFQ) - Supply of Medium Duty Truck

Medecins Sans Frontieres (MSF), also known as Doctors Without Borders, is a private, non-profit international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering caused by unmet medical needs and to uphold human dignity.

MSF-Holland hereby invites your firm to participate in an open tender for the supply of a medium-duty truck.

We request interested and eligible bidders to submit seated tender documents in accordance with the technical specifications listed below,

Item Description

1. Bid Submission Requirements

1. Bids must be submitted in a sealed envelope and delivered by hand to the address indicated, below. Submissions via fax, email, or postal mail will not be accepted.
2. Bidders must provide valid and up-to-date copies of the following business documents:

• TIN registration certificate
• VAT registration certificate
• Renewed trade license for the year 2017 Ethiopian Calendar
• Valid tax clearance for the year 2017 Ethiopian Calendar

3. The completed tender document must be delivered to our office on or before 31/10/2025 at 9:00 AM. Late submissions will not be considered.
4. Tender result: The tender result will be posted on the notice board by the gate of our office and bidders will be communicated.

2. Evaluation Criteria

• Bids will be evaluated based on the following criteria:
• Clarity of bid document
• Year of manufacture
• Stock availability and delivery timeline
• Availability of spare parts
• Year of service in the market
• Price competitiveness
• Warranty period
• After-sales technical support

• Availability of Own Garage with basic facility in Addis Ababa. (Attached owner certificate)
• Provides field support and has garages in various locations outside of Addis Ababa. (Attached applicable documents like owner certificate or lease agreement)

3. Terms and Conditions

1. All pages of the bid documents must be signed and stamped by an authorized 'company representative.
2. The completed and sealed bid documents must be submitted into the designated tender box by the deadline.
3. Payment terms: Bank transfer or cheque.
4. MSF reserves the right to cancel, annul, or withdraw this bid at any time, in whole or in part, without thereby incurring any liability or obligation, and without providing any explanation or justification to bidders.
5. All bid documents and correspondence must be written in English.
