0. 1. 1. 1. The Federal Democratic Republic of Ethiopia represented by Ethiopian Roads Administration has signed Contract Agreement with MELCON Construction PLC for the Construction Works of Debre Markos Debre Ellas Temcha Kuc-Ayehu-Zegem-Chagni Road Project; Lot 4: Ambla-Chagni.
         2. MELCON Construction PLC invites bidders to submit sealed bids for providing the necessary labour, material for implementation of STD and HIV/AIDS prevention and control activities at the project sites and communities along the project road corridor.
         3. In relation to this, pursuant to sub clause 1614 of the technical specifications, the contractor is required to implement STD and HIV/AIDS Alleviation campaign along the road corridor. For this purpose, the contractor shall assign a specialist sub-consultant who can carry out the required services and has a minimum of three years of experience in the last five years working on HIV/AIDS Alleviation in collaboration with the community and local organizations. The experience. and qualification of the sub-consultant shall be subject to approval by the Engineer up on the consent of the Employer prior to assigning the sub-consultant to the services.
         4. The aforementioned service has to be rendered as per the provision set in clause 1614 of special provision to standard technical specification of the contract and the same will be part of the contract.
         5. The scope of the services: as stated on the TOR (Terms of Reference).
         6. Interested bidders shall submit the following evidence:
1. Valid Trade License and Business Registration certificate
2. VAT Registration Certificate
3. TIN Registration Certificate
4. Valid Tax Clearance Certificate
5. Renewed Certificate of Competence for 2018 EC
6. At least one road HIV/STD alleviation work experience
7. Relevant professional practice certificates renewed for 2018 E.C from authorized authorities
   1. 1. 7. Bidding will be conducted through the National Competitive Bidding (NCB) procedures. specified in the bidding documents, and is open to all eligible bidders.
         8. Interested eligible bidders may obtain further information and inspect the bidding documents at the MELCON Construction PLC at the address given below, from 8:00AM to 12:00 PM and 2:00 to 5:00PM from Monday to Fridays and from 8:00 AM to 12:00 PM on Saturdays.
         9. A complete set of the bidding documents in English may be collected by interested bidders on submission of a written application and presentation of the documents mentioned under item (6) above to the address:

   1. 1. 10. Bidders shall submit two envelopes. "Qualification Application" in one envelope and "Financial Bid" in the other envelope. the two envelopes shall be sealed in an outer envelope.
         11. Evaluation is to be carried out in two stages, Qualification application first and Financial Bids of qualified Bidders next.
         12. Bids must be delivered to the address specified here in at the 14th date from the first date of announcement at 10:30am. Late bids will be rejected. One Original and Two Copies of the bids have to be submitted. Qualification information of the bidders will be opened in the presence of bidders' representatives who chose to attend, at the address given, on the final date and time of bid submission as stated above.
