Sinqee Bank SC here by invites sealed bid from eligible and qualified bidders of GC/BC1 for the construction works of 2B + SB+G+10 Oda Tower Building Expansion at Fifinnee.

1. Bidding will be conducted in accordance with the open tendering procedures contained in Public Procurement and Property Authority proclamation of the Federal Government of Ethiopia for National Competitive Bid and open to all eligible bidders (latest PPA Version 2011 and amended December 2016).
2. The bidding procedure to be followed is two stage envelope procedures. The first envelope containing the preliminary qualification and Technical proposal requirement clearly marked "Technical Proposal" shall contain mandatory document listed in the bidding Document ITB CLAUSE 4.5(b)(i). Technical Proposal as ITB Section -4, and Bid Security should be wax sealed The second envelope containing the Financial requirement clearly marked "Financial Proposal" shall contain Financial Offer and Recent Cost Break Down with two copies each should be wax sealed and the two envelope shall also be enclosed by an outer envelope marked "Qualification Proposals Submission for Construction Works of 28+SB+G+10 Oda Tower Building Expansion". Evaluation also to be carried out in two stages, Technical proposal and Bid Security will be opened first and the evaluation will undertake as stated in ITB section-1. 36-40. The bids that are responsive to the technical requirement & pass the criteria stated under section-3 will be opened for financial evaluation. The financial proposal of those bidders who fails requirement under section-3 shall be returned unopened.
3. A complete set of document can be purchase on submission of written application and original document with its copies of, Tin Number, VAT registered certificate, proof of their up to date registered certificate from Authorized Business Licenser, Supplier list Registration on PPA Websites, Ministry of Construction registration certificate as stated in #1 above, renewed Trade License and Tax Clearness Certificate from concerning Authority and up on payment of nonrefundable fee Ethiopian Birr 3,000 (Three Thousand only).
4. Bid must be delivered to the address shown on the bid data sheet at 2:30 PM and all bids must be accompanied by bid security of ETB 2,000,000.00 (Two million). Bid will be opened in the presence of bidders' representatives, who choose to attained on the same place and Date as bid submission on December 24, 2:30 PM.
5. Bidders may obtain further information from, and inspect the bidding document at the address indicated on #8 below.
6. Bid shall be valid to a period of 150 days after technical bid opening. The bid closing and opening shall be held on the same day and at the same place.
7. The bid security shall, at the bidder's option, cash payment order (CPO) or an unconditional bank guarantee by any Ethiopian bank.

The format of the bid security should be in accordance with the form of bid security included in section -4 of bidding forms or another acceptable to the Employer. Bid security shall be valid for 180 days after bid opening date.

b) Bid must be delivered and opening shall be at the same location indicated on 8(a).

9. Siinqee Bank will not accept any rebates from selected items of work and if bidder wants to give rebate it must be from the total sum.
10. All bids in one original plus one copy properly filled in, signed and stamped, and should be dropped in the Tender Box prepared for this purpose at the Procurement and Supply Management, 5th floor on or before 2:30 P.M. on December 24,2025 G.C
11. Bids will be opened in the presence of bidder's representatives who choose to attend the opening ceremony on December 24, 2025 at 3:00 PM at the company's meeting hall located at 7" floor.
12. Late bids, not opened and not read out in public at the bid opening ceremony and shall not be accepted for further evaluation purpose.
13. In case any unforeseen situation or Public or Government Holiday resulting in Closure of Office on the date of opening the tender shall be opened on the next working day at the same time and venue.
14. Siinqee Bank reserves the right to reject any or all bids, bidders are initiated to fill, sign, and seal all the forms of the bid documents and failure to do so will result automatic rejection from the tender.
