Action for Social Development and Environmental Protection Organization (ASDEPO) is an Ethiopian non-governmental non-profit making humanitarian organization established in 2013 and re-registered in 2014 as per the new Proclamation 1113/19 with registration number 3528.

Currently, we are addressing Malnutrition and Gender Based Violence (GBV) in Crisis-Affected Woredas of Amhara, Afar, and Benishangul Gumuz Regional States.

In line with its mission, ASDEPO, in partnership with its donors, aims to construct a women and girls-friendly space at Afar.

Therefore, ASDEPO requested interested contractors to submit their company profile that contains at least the following mandatory documents and their financial offer for the above-mentioned work as per the below- listed BOQ. The organization will strictly evaluate based on at least but not limited to, the following evaluation criteria during the selection of the next step. An award will be given to the winner for the total price of the entire work.

• Valid trade Registration License
• Valid Business License
• Tax Identification number (TIN) certificate
• Value Added Tax Certificate
  1. 2. Technical documents

1. Valid GC construction grade 6 and above.
2. Firms' experience as a primary contractor for the past four years.
3. Proposed key personnel- meets GC 5 and BC 4 requirements.
4. Cumulative volume of work for the past 3 years is at least 4,000,000 ETB.
5. Experience as a primary contractor for the past years, especially in emergency response projects, and successfully accomplished it considered advantageous.
   1. 3. Bid Requirement

• Bidding will be conducted in accordance with the open tendering procedures contained in the Directives of the Organization and other Relevant Laws of the Country, and is open to all eligible bidders.
• Bidders shall present a copy of a renewed Trade license, Certificate of registration, Tax Clearance certification, VAT Registration Certificate, and TIN Registration Certificate as part of the technical proposal.
• The bid document submission must be accompanied by a Bid Bond Amount of 5% of the total amount in the form of an Unconditional Cashier's Payment Order (C.P.O).
• Bidders should indicate whether the price includes or excludes VAT.
• Bid should be submitted in two separate sealed envelopes, Financial and Technical proposals, addressed to ASDEPO.
• The envelopes should clearly indicate the Invitation to bid reference number Ref. "ASDEPO/CW/020/2025"
• The bid document must be deposited in the bid box prepared for this purpose at Afar regional Field Office/Semera/ before December 04, 2025, 10:00 AM (Morning)
• Bid opening will be on December 08, 2025, at 3:00 PM (Afternoon) at the head office in Addis Ababa in the presence of bidders and/ or their representatives who want to attend.
• Winners shall take over the work (site) within one week of receiving the Award letter (Contract agreement).
• The bid documents /BOQ/ will be taken at the ASDEPO Afar Field Office.
• Interested eligible bidders may obtain further information from the ASDEPO Head office or through / banche.a@asdepo.org / girma.t@asdepo.org , or 09 11 81 97 46/ 09 12 04 08 00 at Afar Field Office.
• Failure to comply with any of the conditions stated above shall entail automatic rejection.
  1. 4. Additional requirement

• The winning contractor will deliver all materials input for the work and is expected to execute the work, including the provision of all required equipment for the work. Bidders who know the local operation areas and context are preferred.
