Invitation for Proposal: National Competitive Two-Stage Bid

1. Ethio-Djibouti Standard Gauge Railway Share Company (EDR) would like to invite interested and qualified bidders to participate in an open National Competitive Two-Stage Bid for the provision of Catering and Canteen Services.

2. In the two-stage bidding, the service provider will submit an initial tender containing the candidate proposal, and EDR may discuss with the candidate regarding their proposal, and will draw the specification for the second stage bid proceeding.
3. The first-stage proposal must be submitted without any price information. Price offers will only be submitted during the second stage.
4. Bidding will be conducted in accordance with the open National competitive tendering procedures contained in the Public Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia and EDR procurement Directives.
5. Interested bidders may obtain further information and inspect the bidding documents at the address provided under Section 10(b), from 8:30 AM to 5:30 PM during working hours.
6. A complete set of bidding documents in English may be purchased at the address in Section 10(a) upon payment of a non-refundable fee of ETB 3,000. Payment shall be made in cash.
7. The sealed first-stage proposal must be delivered to the address under Section 10(b) on or before 2:00 PM on December 10, 2025. Bid proposals will be opened on the same day at 2:30 P.M, in the presence of bidders or their representatives who choose to attend.
8. Candidates invited for the Second Stage Bid must be accompanied by a bid security in the form of CPO or an Unconditional Bank guarantee from a recognized Bank and/or a counter guarantee from the Commercial Bank of Ethiopia.
9. The winning bidder shall present a 10% performance bond in the form of CPO or an unconditional bank guarantee in ETB.
10. (a) Documents will be issued at the "Ethio-Djibouti Standard Gauge Railway Share Company (EDR).
11. (b) Bid must be delivered to "Ethio-Djibouti Standard Gauge Railway Share Company (EDR), Furi Lebu, Procurement department office # 110
12. EDR reserves the right to accept or reject any bid, in whole or in part, without providing reasons.
