Bid Invitation for Vehicle Rental Service

1. 1. Introduction

Development Expertise Centre (DEC) is a national Civil Society Organization established in 2007 and re-registered in May 2019 under the federal Democratic Republic of Ethiopia's Authority for Civil Society Organizations Proclamation, with registration number 0009. DEC is committed to contributing to national development through integrated, decentralized. and sustainable program interventions that improve the well-being of children, youth, and communities.

DEC implements projects in seven regional States-Afar, Amhara, Benishangul Gumuz, Gambella, Oromia, and Tigray-as well as in Addis Ababa City Administration. Currently, DEC is implementing the RAYEE II Project in West Shoa and South-West Shoa zones of Oromia region, and in Kaffa and Bench-Sheko zones of the South-West Ethiopia region. The five-year project, funded by the Master Card Foundation and led by SNV, aims to empower rural young women economically.

As part of its implementation the RAYEE II Project operations, DEC invites qualified and reputable service providers to submit sealed bids for the rental of a vehicle to support field activities and administrative operations.

1. 2. Purpose of the Bid

The purpose of this procurement is to secure a reliable. well-maintained, and fully insured vehicle rental service that will provide safe transportation in both urban and rural operational areas.

1. 3. Vehicle Requirements

DEC requires a vehicle that meets the following standards:

• Type of Vehicle:

• Toyota Land Cruiser Hardtop / Equivalent

• Condition:

• Excellent mechanical condition, roadworthy, and suitable for on- and off-road travel

• Model Year:

• 2015 and above (or equivalent condition)

• Fuel Type:

• Diesel (preferred)

• Additional Requirements:

• Comprehensive insurance
• Well-functioning AC and safety features
• Driver included (licensed and experienced)
  4. Duration of Service

• The rental service is expected to run for One Month with the possibility of extension based on satisfactory performance and organizational needs.

5. Bid Requirements

Interested bidders are required to submit the following mandatory documents:

1. 1. Business License (renewed for the current fiscal year)
   2. VAT/TIN Certificate
   3. Company Profile
   4. Vehicle Specifications and Photos
   5. Technical Proposal outlining service capacity
   6. Financial Proposal Clearly indicating daily/weekly/ monthly rental rate
   7. Details of Driver's License and Experience
   8. Insurance Certificate for the Vehicle

1. 1. Bid Submission Instructions

Bidders must submit two separate sealed envelopes:

• Technical Proposal
• Financial Proposal

• Both envelopes should be clearly labelled with the bidder's name and the bid reference number.
• All bids must be delivered to DEC's head office at: Development Expertise Centre (DEC)
• Addis Ababa, Ethiopia
• The deadline for submission is [16/12/2025, 4:30 Local Time].
• Late submissions will not be accepted.
  2. Bid Opening

Technical bids will be opened in the presence of bidders or their representatives on 16/12/2025.5:00 Local Time at DEC's office.

Financial proposals of only technically qualified bidders will be opened afterwards.

1. 3. Evaluation Criteria

Bids will be evaluated based on the following criteria:

• Compliance with vehicle specifications
• Price competitiveness
• Reliability and track record of the service provider
• Quality of technical proposal
• Experience and competence of drivers
• Insurance and safety measures
  4. DEC's Rights

DEC reserves the right to

• Reject any or all bids
• Conduct inspections of the proposed vehicle
• Accept the offer that best meets its requirements, not necessarily the lowest-priced bid
• Cancel the bid process at any time without obligation
