1. The Government of Ethiopia has received a financing from the African Development Bank (AfDB) hereinafter called ("the Bank") toward the cost of the "Program to Build Resilience for Food and Nutrition Security (BREFONS)", and intends to apply part of the proceeds toward eligible payments under the contracts for the procurement of Works Category for the Construction of Livestock Market Center in Kabridahar Woreda @ (Town) and Construction of Wells 1 & 2 Water Supply Projects in Raaso Woreda @ (Town) of Somali Region. "For this contract, the Borrower shall process the payments using the Direct Payment Disbursement Method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing."
2. The Program to Build Resilience for Food and Nutrition Security (BREFONS) – Regional Project Coordination Unit (RPCU) under Somali Regional Pastoral Development Bureau, now invites sealed Bids from eligible Bidders for the Procurement Objects listed in the following table:

Bidding will be conducted through the Open National Competitive Bidding (NCB) Side procedures and is open to all eligible Bidders as specified in the Bank's Procurement Framework and in line with the public procurement rules and regulations as well. Bidders may have the option to bid for one or more contracts (lots) as applicable and as further defined in the standard bidding document (SBD). Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid, as furnished in Section IV, Bidding Forms.
4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours in the morning from 8:30 A.M. to 12:00 P.M. and in the afternoon from 2:00 P.M. to 5:00 P.M. Monday to Friday at the address given below.
5. A complete set of bidding document in English may be purchased upon payment of anon-refundable fee of ETB 2,000.00 [Two thousand birr] by interested bidders on submission of official written application attached with the bidder's legal qualification documents that include but not limited to: (i) Contractor's Registration Certificate from the concerned Public Body; (ii) Valid Trading License renewed for EFY-2018; (iii) VAT registration certificate (iv) Tax Payers Registration Certificate; (v) Tax Clearance Certificate from inland revenue for 2018 E.C; (vi) Relevant Competence (Professional Practice) Certificate; and (vii) Other mandatory documentary evidences as required, and specified in the Standard Bidding Document.
6. Bids must be delivered to the address below on or before on or before 16th January 2026 at 10:00 A.M. (4:00 Local Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 16th January 2026 at 10:30 A.M. (4:30 Local Time).
7. All Bids must be accompanied by a Bid Security stated above in ETB, at the Bidder's option in the form of CPO (Certified cheque or Payable order,) or an unconditional Bank Guarantee. Bid Security shall be valid for 28 days after the last date for submission of the Bid.
8. Bids shall remain valid for a period of One Hundred Twenty (120) Days after the bid submission deadline.
9. Bid Evaluation shall be determined in accordance with the provisions indicated in the Standard Bidding Document and Bidders are seriously advised to read with due attention and comply with all instructions, bidding forms, terms & conditions, mandatory requirements and salient parameters, specifications and contract provisions contained in the Standard Bidding Documents.
10. The SRS-PDB - BREFONS reserves the right to accept or annul the bidding process and/or reject all bids at any time prior to contract awards.
