National Competitive Bid (NCB)

The Federal Republic of Ethiopia Private Organization Employees' Social Security Administration invites eligible bidders for the procurement of Procurement of Comprehensive Branding Graphic Design and Digital Communication Services, Magazine Printing and Documentary Production and Distribution Services.

 Interested bidders who meet the criteria described below are invited to participate in the competition.

1. Qualification requirement includes: - renewed trade license in the sector for the year. VAT registration certificate, supplier registration, Tax Identification Number (TIN) and Tax Clearance to participate in the bid.
2. Bidding will be conducted through National Competitive Bidding (NCB) procedures contained in the Procurement Policy and procedural of the Administration and are open to all eligible bidders.
3. A complete set of the bidding document in English and Amharic languages may be purchased by interested bidders in the address below up on payment of a non-refundable fee of Ethiopian birr 500.00 /Five hundred birr/ in cash.
4. Interested eligible bidders may obtain further information from the Administration at the address given below from Monday to Friday from 8:00 a.m. to 12:00 a.m. in the Morning and 7:00 p.m. to 10:30 p.m. in the afternoon.
5. The bid document shall be valid for 15 consecutive days from the date of publication of the announcement in the newspaper, and you can purchase it from 8:00 a.m. to 4:30 p.m. from the date of publication of the bid. The bid will be sealed on the 16th working day at 10:00 a.m. and will be opened the same day at 10:30a.m. in the presence of bidders or their legal representatives. However, if the 15th day is not a working day, it will be opened the next day at the drawing time.
6. Bidders shall submit the original and copy technical and financial documents of the bid document in a separately sealed envelope with the stamp of the organization.
7. A bid must be accompanied by a bid security of Ethiopian birr 250,000.00 (Two Hundred Fifty Thousand birr) for Branding and Graphic Design, 100,000.00 (One Hundred Thousand) for Magazine Printing and 150,000.00 (One Hundred Fifty Thousand birr) for Documentary Production. A bid security shall be required in the form of either an unconditional Bank Guarantee or CPO in accordance with the form provided in the section 4 Bidding forms of the bidding document. Late bids shall be rejected.
8. Technical Document will be opened in the presence of the bidders or their legal representatives who choose to attend at the address below at the time of bid opening. Financial document will be opened after the technical evaluation result is notified to all bidders.
9. No bidder shall change or modify any of the conditions specified in the bid document after the opening of the bid or withdraw from the bid.
10. The bid document shall be clearly written in the bid document. If a bid or ambiguous price is offered, the bidder shall be disqualified.
11. The winning company shall deposit -10% of the total value of the A goods won by the winning organization to the company.
12. Bid bonds (CPO) deposited by bidders who refuse to bind the tender and refuse to bind the contract at that time shall be credited to the administration. Necessary administrative action will be taken.
13. The administration reserves the right to reject any bid all or part of the tender at any time prior to contract award with out there by incur- ring any liability to bidders.
