Bid Invitation
The Development Expertise Center (DEC) is a national Civil Society Organization (CSO) established in 2007 and re-registered in May 2019 under the Authority for Civil Society Organizations of the Federal Democratic Republic of Ethiopia, with registration number 0009.
DEC works to support national development efforts through integrated, decentralized, and sustainable program interventions. The organization envisions a future where all children and youth attain well-being and development. Its primary program areas include:
1. Child Well-being and Education Development
2. Gender and Life Skills Development
3. Employable Skills Development
4. Advocacy
5. Humanitarian Emergency Response
DEC implements projects in seven regional states Afar, Amhara, Benishangul Gumuz, Gambella, Oromia, and Tigray-as well as in Addis Ababa City Administration.
Currently, DEC is implementing the RAYEE II Project in West Shoa and South-West Shoa zones of Oromia region, and in Kaffa and Bench-Sheko zones of the South-West Ethiopia region. The five-year project, funded by the Master Card Foundation and led by SNV, aims to empower rural young women economically.

Bid Requirements: Interested bidders may collect the detailed specifications and quantity lists from the DEC Coordination Office.
· Bidders must present a valid and renewed business license for the current Ethiopian fiscal year.
· All prices should be quoted inclusive of VAT.
· Late submissions will not be accepted.
· DEC reserves the right to reject any or all bids without providing reasons.

· Bid Opening Date: February 02, 2026, at 10:30 a.m. (4:30 local time)
