Brief Description of Goods: Medical Equipment for Primary Hospitals, Health Centers and Blocks in Ethiopia
1. The Government of Federal Democratic Republic of Ethiopia has received loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea the amount of Korean Won not exceeding the equivalent of US$ 30,000,000 [Thirty Million US Dollars] toward the cost of "Medical Equipment Provision Project Phase 2 in Ethiopia" and intends to apply a portion of the proceeds of this loan to payments under the contract for Medical Equipment Provision Project Phase 2.
2. The Ministry of Health of Ethiopia [Ethiopian Pharmaceutical Supply Service, EPSS] now invites sealed bids from eligible and qualified bidders for supply and installment of medical equipment, including maintenance support and training, for Primary Hospitals, Health Centers and OR Blocks in Ethiopia under the project Medical Equipment Provision Project Phase 2 in Ethiopia.
3. Bidding will be conducted through the Competitive Bidding (CB) procedures specified in the Guideline for Procurement under EDCF Loans and is open to all eligible bidders that meets the following minimum qualification criteria.
Qualification of Bidder in general
i. The Bidder(s) shall be nationals of the Republic of Korea or juridical person incorporated and registered t
ii. All pending litigations shall be treated as resolved against the bidder and so shall in total not represent more than fifty percent [50%] of the bidder's net worth. (Each partner in the JVA must meet the requirement).
iii. Bidder's last three [3] years (2022, 2023, 2024) average and last year net worth calculated as the difference between total assets and total liabilities should be positive. (Each partner in the JVA must meet the requirement).
iv. Average annual turnover for the last three [3] years (2022, 2023, 2024) shall be more than US$ 8,000,000 [Eight Million US Dollars] calculated as total certified payments received for the contracts in progress or completed. In case of a JVA, the leading company of the JVA must meet sixty percent [60%] of the requirement, and the sum of all partner combined should meet one hundred percent [100%] of the requirement.
v. Bidder in bankruptcy status and a Corporate Reorganization Proceedings to Korean Law or Act as of the submission for bid proposal of this invitation for Bids is prohibited from joining this bid.
vi. Availability of or access to liquid assets, lines of credit and other finances sufficient to meet any possible cash flow requirement which may arise during the execution of the contract. In particular, there should be a certificate or letter of commitment (issuance date shall be after bid announcement) from reputed banks to the effect that the bidder has financial resources/access to a credit line of at least US$1,000,000 [One Million US Dollars] for smooth execution and implementation of the Project. In case of a JVA, the credit line shall be distinguished based on proportionate jobs of each partner of a JVA, which should meet more than sixty percent [60%] of the requirement, and the sum of all partner combined should meet one hundred percent [100%] of the requirement.
vii. The annual net profit shown on audit report of the Bidder shall not be in deficit during the last three [3] consecutive years. Each partner in the JVA should meet the requirement.
viii. The bidder shall have experience under medical equipment supplying contracts in the role of supplier for at least the last five [5] years from the bid announcement date and each partner in the medical equipment JVA must meet the requirement.
ix. Bidder should have the medical equipment supplying projects successfully completed in the role of supplier specified below.
· At least Three [3] similar Medical Equipment projects* in or outside of bidder's country of origin, with minimum contract amount US$5,000,000 [Five Million US Dollars] that have been successfully completed in the last Ten [10] years from the bid announcement date which should include at least Two [2] similar projects outside of bidder's country of origin. Only Medical Equipment projects executed as the main contractor** will be accepted. In addition, one partner in the medical equipment JVA must meet the requirement.
· In this document "similar Medical Equipment project(s)" means the medical equipment supply project which is successfully completed and fully handed over after warranty services to the Purchaser, including delivery, installation, training and warranty of medical equipment that is at least the amount of US$5,000,000 [Five Million US Dollars) and has included supply of radiology, ultrasound, operating theater equipment and general hospital equipment. In case of medical furniture and medical consumable item supply case will not be counted
· In this document, main contractor is a Single Entity or JVA participant in the project medical part and not a Sub-Contractor.

6. Bids must be delivered to the address of the Purchaser below following submission guidelines outlined in ITB 22.1 and ITB 23.2.
