1.       The Government of Ethiopia has received a financing from the African Development Bank (AfDB) hereinafter called ("the Bank") toward the cost of the "Program to Build Resilience for Food and Nutrition Security (BREFONS)", and intends to apply part of the proceeds toward eligible payments under the contracts for the procurement of Works Category. "For these contracts, the Borrower shall process the payments using the Direct Payment Disbursement Method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing."

2.       The Somali Regional Pastoral Development Bureau with help of the Program to Build Resilience for Food and Nutrition Security (BREFONS) Regional Project Coordination Unit (RPCU) now invites sealed Bids from eligible Bidders for the objects of procurement listed in the table below:

3.       Bidding will be conducted through the Open National Competitive Bidding (NCB) procedures and is open to all eligible Bidders as specified in the Bank nurement and in line with the public procurement rules and regulations as well. Bidders may have the option to bid for one or more contracts (lots) as applicable and as further defined in the standard bidding document (SBD). Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid, as furnished in Section IV, Bidding Forms;

4.       Interested eligible Bidders may obtain further information and inspect the bidding document during office hours in the MORNING from 8:30 A.M to 12:00 PM, and in the AFTERNOON from 2:00 PM to 5:00 PM. Monday to Friday at the address given below.

5.       A complete set of bidding document in English may be purchased upon payment of a non-refundable fee of ETB 5,000.00 [Five Thousand Birr] by interested eligible bidders on submission of official written application attached with the bidder's legal qualification documents that include but not limited to: Contractor's renewed and relevant Registration Certificate from the concerned Public Body that fall within the above Category allowed to participate in for the 2018 E.C; (ii) Valid Trade License renewed for 2018 E.C; (iii) VAT Registration Certificate (iv) Tax Payers Registration Certificate; (v) Valid Tax Clearance Certificate for 2018 E.C; (vi) Relevan Competence Certificate renewed for 2018 EC and (Vii) Other mandatory documentary evidence as required, and specified in the Standard Bidding Documents.

6.       Bids must be delivered to the address below on or before on or before 28th March 2026 at 10:00 A.M. [04:00 Local Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 28th March 2026 at 10:30 A.M. [04:30 Local Time).

7.       All Bids must be accompanied by a Bid Security(ies) stated above in ETB, at the Bidder's option in the form of Unconditional Bank Guarantee or CPO in the name of Somali Regional Pastoral Development Bureau, BREFONS Project. The Bid Security (ies) shall be valid for twenty- eight (28) days after the last date for submission of the Bids.

8.       Bids shall remain valid for a period of one-hundred-twenty (120) days, from the date of bids submission deadline.

9.       Bid Evaluation shall be determined in accordance with the provisions indicated in the Standard Bidding Documents and Bidders are seriously advised to read with due attention and comply with all instructions, bidding forms, terms & conditions, mandatory requirements, specifications and contract provisions contained in the Standard Bidding Documents.

10.   The Somali Regional Development Bureau (BREFONS Project) reserves the right to accept or annul the bidding process and/or reject all bids at any time prior to contract awards
