REQUEST FOR EXPRESSION OF INTEREST (EOI) PREQUALIFICATION OF CONTRACTORS FOR FUTURE RESTRICTED BIDDING

1.     Introduction

Belayab Foods Production PLC (BFP), the franchise operator of Pizza Hut. Cold Stone Creamery and Burger king in Ethiopia, intends to establish a database of qualified and experienced contractors for future Restricted Bidding opportunities related to the construction and fit-out of new Pizza Hut and Cold Stone Creamery branches throughout Ethiopia.

The company hereby invites interested and competent construction companies with proven experience in restaurant, hospitality, retail, and commercial projects to submit their Expression of Interest (EOI) for prequalification purposes.

2.     Purpose of the EOI

The purpose of this invitation is to identify and evaluate potential contractors with demonstrated capability and experience in projects similar to restaurant construction and interior fit-out works. Only shortlisted and prequalified contractors will be invited to participate in future Restricted Bids issued by Belayab Foods Production PLC.

3.     Scope of Future Projects

Future projects may include, but are not limited to:

·        Construction of new Pizza Hut and Cold Stone Creamery branches.

·        Civil and architectural works.

·        Interior fit-out and finishing works.

·        Electrical, Mechanical and Plumbing (MEP) works.

·        HVAC and ventilation systems.

·        Kitchen equipment installation and coordination.

·        Fire suppression and fire protection systems.

·        External works, signage, and related infrastructure.

·        Data & CCTV works.

4.     Minimum Eligibility Requirements

·        Interested firms shall submit the following documents:

·        Must be a legally registered construction company in Ethiopia with a valid trade license.

·        Must possess a VAT registration certificate and recent tax clearance.

·        Must possess a valid Grade 2 or Grade 3 General Building Contractor (GC) registration

·        Must possess a Renewed Competency Certificate

·        Must have a minimum of five (5) years of proven experience in commercial building or interior fit-out works.

·        Must provide evidence of financial stability: average annual turnover. audited financial statements, working capital, bank credit line, cash flow capability, and bank reference confirming ability to handle the project size to complete within the required time frame.

·        Must have completed at least two (2) similar restaurants, cafés, or retail projects in the last three years. (attach client reference letters)

·        Technical Expertise: Proven competence in MEP systems. Kitchen installations, fire suppression, HVAC, and food-grade finishing.

·        Compliance with Design Standards: Capability to comply with Yum! Brands (Pizza Hut) and Cold Stone Creamery international brand specifications and materials.

·        Compliance with Burger king brand standards alongside the existing Pizza hut & Cold Stone Creamery brand standard compliance requirement.

5.     Evaluation Criteria

The submitted documents will be evaluated based on:

·        Experience in restaurant, café, hospitality, and retail construction projects.

·        Technical capability and availability of qualified personnel.

·        Quality and relevance of company portfolio.

·        Financial strength and organizational capacity.

·        Previous project performance and client references.

·        Capability to comply with Pizza Hut and Cold Stone international brand standards.

6.     Submission Requirements

Interested companies shall submit:

·        Company Profile & Portfolio;

·        Supporting legal and financial documents;

·        Reference letters and completion certificates.

·        Interested companies are requested to submit their Expression of Interest (EOI) documents within ten (10) calendar days from the date of publication of this notice in the newspaper/magazine.

·        Late submissions received after the specified deadline shall not be considered.

·        The documents shall be submitted in a sealed envelope, listed email & website.

·        Submission of an Expression of Interest does not constitute a commitment by Belayab Foods Production PLC to issue a tender or award any contract. The company reserves the right to accept or reject any submission and to update its list of prequalified contractors at its sole discretion.

·        Only contractors that successfully pass the prequalification evaluation process will be considered and invited to participate in future Restricted Bidding opportunities.
