TITLE: - Makibasa 1&2 Deep Water Well Drilling, Construction & Pumping Tests for Irrigation Project

National Competitive Bidding (NCB)

1.     Sidama National Regional State Irrigation Development Agency through the government of Ethiopia has received a budget from SDG toward the cost of the Irrigation project and it intends to apply part of funds to cover eligible payments under two Drilling Deep well projects.

2.     Sidama National Regional Irrigation Development Agency now invites sealed bids from eligible & qualified bidders for two Production Wells Drilling, Construction and Pumping Test around Hawassa Zuria Makibasa kebele for Deep Groundwater Based Irrigation Project.

3.     Bidding will be conducted through the National Competitive Bidding (NCB) and procedures are open to all bidders from Eligible Source Countries. A complete set of Bidding Documents in English may be purchased by the interested bidders on the submission of a written application and copies of necessary renewed licenses with originals from Sidama National Regional State Irrigation Development Agency, Procurement Finance & Property Administration directorate, Hawassa City, in front of Hawassa University main campus, Telephone number +251-46-221 7860 and upon payment of a non-refundable fee of ETB 700.00 (Seven Hundred birr) for each bid document or equivalent freely convertible currency. The method of payment will be in CBE Account No 1000351753707.

4.     The Bid comprising of technical and financial document must be delivered in separate sealed envelopes the one original & two copies document to the Un address given above. All copies of the Bids shall be submitted in separate envelopes i.e., the (Technical Proposal, Financial Offer, Letter of bid and Bid Security) and one outer envelope, duly marking the inner envelopes as "ORIGINAL" and "COPIES" both for the "The Technical Proposal" and "Financial Offer". The bid Security shall be part of the technical offer but in a separately sealed envelope.

5.     Interested eligible bidders may obtain further information from the Sidama National Regional State Irrigation Development Agency, Procurement Finance & Property Administration directorate Hawassa and the bidding document at the address given below during working hour.

6.     Bids shall be valid for a period of Ninety (90) Calendar days after Bid opening and must be accompanied by bid security of 500,000.00 Birr (Five Hundred Thousand birr) in the form of Unconditional Bank Guarantee or C.P.O., for a validity date of 120 Calendar Days.

7.     Bids must be delivered to the Sidama National Regional State Irrigation Development Agency, Procurement, Finance & Property Administration directorate Hawassa, at or before 2:00 p.m. on 21st calendar day from the date of this announcement in newspaper. If the 21st Calendar day is not working day or the date of National Holy Day, the bid submission will be the next working day at the same Venue and time.

8.     Bids will be opened in the presence of the bidders'/ their representatives who  choose to attend in person at 2:30 P.M. on 21st calendar day from the date of this announcement. If the 21st Calendar day is not working day or the date of National Holy Day, the bid opening date will be the next working day at the same Venue and time at Sidama National Regional State Irrigation Development Agency, Procurement, Finance & Property Administration directorate.

9.     The Sidama National Regional State Irrigation Development Agency reserves the right to reject all or part of the bid.
