Invitation to Bid

Procurement Reference Number: HTRDB/02/19

1.     Harari People Regional State has allocated budget towards the cost of the following Road construction projects and intends to apply part of this budget to payments under and intends to apply part of this this project: -

2.     Harari P/R/State Transport and Road Development Bureau now invite sealed bids from eligible and qualified Contractors of Category RC/GC 6 and above for Lot 1 and RC/GC 4 and above for Lot 2 for providing necessary labor, material and equipment for Construction works of the above road projects

3.     Interested bidders shall submit the following documentary evidence demonstrating 10. the bidder's compliance, which shall include:

a.     Certificate of registration from Ministry of Construction renewed for the year 2018 EFY

b.     Trade license Renewed for the year 2018 EFY

c.      VAT registration certificate

d.     Tax payer registration certificate

e.     Tax Clearance Certificate which states that the bidder can participate in any public tender, valid at bid submission date

f.       Registration Certificate in the suppliers list under Public Procurement & Property Administration Agency.

4.     Bidding will be conducted through the National Competitive Bidding (NCB) Method [insert name of procurement method to be applied] and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5.     Interested eligible bidders may obtain further information from Harari P/R/State Transport and Road Development Bureau office [insert name of public body; insert name and e-mail of authorized officer] and inspect the Bidding Documents at the address given below [state address at end of this ITB] from 8:00AM to 12:30 PM and 2:00PM to 5:30PM working days [insert office hours - for example, 09.00AM to 5.00 PM].

6.     A complete set of Bidding Documents in English [insert name of language] may be purchased by interested bidders on the submission of a written Application to the address below [state address at the end of this ITB] and upon payment of a nonrefundable fee of 2,000 ETB [insert amount in ETB] [insert amount in specified convertible currency]. 7.     Bidders shall submit their bids in two envelopes, the first envelope labeled as "qualification information and bid security" and the second envelope "Financial Bid", separately sealed and the two envelopes sealed in on another outer envelope

8.     Evaluation is to be carried out in two stages, Qualification information first and Financial Bids of Qualified Bidders next

9.     Bids must be delivered to the address below [state address at the end of this ITB]at or before 09:00 AM on 21st Day of newspaper advertisement [insert time and date] Late bids will be rejected.

10.Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below [state address at end of this ITB]at [insert time and date] 09:30 AM on the last bid submission date.

11.All bids must be accompanied by a Bid Security of [insert amount or minimum percentage of total estimated contract price] 1% of bid price (but not more than maximum of Two Million Birr) in an Unconditional Bank Guaranty/CPO or Certified Check or an equivalent amount in a freely convertible currency.
