Tender Announcement

The Benishangul Gumuz Regional State, Metekel Zone Bullen Woreda Finance and Economic Development Office, 3R-4-CACE PROJECT intends to new construction of 4-SW and 1-HDW and full maintenance of six HDW under (Lot-1) procurement Ref No: ET-MOF-BULLEN--559089-CW-RFQ and maintenance of 1-block &5-class room primary school under (LOT-2) procurement Ref No: ET-MOF- BULLEN--559089-CW-RFQ for Bullen woreda beneficiaries in the 2018 Ethiopian fiscal year (2026/2027 G.C). The construction will be fully funded by the contractor, and the project will be awarded through a open competitive bidding process. Therefore, eligible bidders with valid construction licenses are invited to submit their price offers. 

Bid Document Collection:

Interested bidders can obtain the bid document (Drawings & BOQ) from the Bullen Woreda Finance and Economic Development Office No, 02, upon payment of a non- refundable fee of ETB 500 (Five Hundred Birr) during working hours starting from the date of this announcement.

Bid Submission:

·        Completed bid documents must be submitted in a sealed envelope to the Tender Box located at the Bullen Woreda Finance and Economic Development Office, specifically at procurement department room no-02 within 10 (ten) consecutive days from the date of this announcement.

·        The tender announcement will remain open for 10 consecutive days starting from the date of this publication. On the 11th day, the bids will be closed at 4:00 PM and opened at 4:30 PM in the presence of bidders or their legal representatives at the Bullen Woreda Finance and Economic Development head Office No, 01.

·        If the 11th day is a public holiday or weekend, the bid will be opened on the next working day.

·        Bidders must submit their bid documents in a sealed envelope and deposit them in the Tender Box located at the Bullen Woreda Finance and Economic Development Office No, 02

Bidder Requirements:

1.     Valid Construction License: Bidders must possess a renewed construction license and provide proof of tax payment for the current year.

2.     Registration: Bidders must present a Trade License (TIN) and VAT Registration Certificate.

3.     To participate in the tender, bidders must possess a valid construction license of GC/ WC-4 and above for Lot-1 in water construction and GC/BC-5 level or above in construction for Lot-2

4.     The winning bidder must be capable of completing the work within the specified quality standards, agreed time frame, and in accordance with the contract terms.

5.     In the prepared bid document, both the unit price and total price must be clearly and accurately filled out without any alterations.

6.     If bidders are represented by an agent/representative, they must bring and submit a legal authorization letter as proof of representation when collecting the tender documents.

7.     Experience: Bidders must demonstrate sufficient experience in the field and provide evidence of their work experience and satisfactory performance in similar projects within the local community or other areas during the 2017 fiscal year.

8.     Bid Security: A bid security of ETB 500,000 (Five Hundred Thousand Birr) for (Lot-1) and ETB 300,000 (Three Hundred Thousands) for (Lot-2) respectively in the form of a CPO (Certified Payment Order) must be submitted along with the bid document.

9.     Advance Bond: The winning bidder must provide an Advance bond equivalent to in amounts and currencies equal to the advance payment only in the form of unconditional bank guarantee.

10.Technical and Financial Documents: Bidders must submit 1 original and 2 copy of both technical and financial documents separately in sealed envelopes.

11.Limit on Awards: A bidder can participate in multiple lots under the 3R-4- CACE Project in the region but can only be awarded one lot.

12.Late submissions will not be accepted.

13.Bidders should be expected to fill out all the empty positions, put their signature, and put their stamps on all pages of bid documents,

14.Bidders are required to return all pages of bid documents without leaving any page, and

15.Our office reserves the right to fully or partially cancel the tender if a better alternative is found.

Additional Notes:

Bidders must include the cost of providing Personal Protective Equipment (PPE) such as boots, helmets, gloves, goggles, and uniforms for workers in their bid price.
