Assignment Title: To carry out Environmental and social Audit for the Project.

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Productive Safety Net and Jobs Project (UPSNJP), and intends to apply part of the proceeds for consulting services

The consulting services (“the Services”) include to assess the compliance of the UPSNJP project's implementation with project E&S instruments and to evaluate the intermediate environmental and social impacts of project interventions. This aims to ensure the project's sustainability and facilitate its scaling up.

The objectives of the assignment:

• To evaluate the availability, and relevance of ESRM staffing at all levels (FPCU, regions, cities), ensuring that the project has the necessary human resources dedicated to environmental and social risk management implementation.
• To assess the implementation of Environmental and Social standards and tools, ensuring that the project adheres to established guidelines and procedures for environmental and social management.
• To assess that all sub projects undergo through E&S screening process and to investigate the appropriateness of subprojects risk classification against the prevailing risks/impacts.
• To identify and characterize the compliance of site-specific screening of eligible public work sub-projects, verifying whether the screening process adequately considers potential environmental and social impacts.
• To assess the E&S instruments recommended in the screening reports are prepared.
• To provide appropriate corrective actions in cases where there is non-compliance or partial preparation of environmental and social impact assessment documents, ensuring that necessary assessments are completed.
• To assess the implementation of occupational health and safety measures for all project components, ensuring the well-being and safety of workers involved in project activities.
• To assess the appropriateness of Personal Protective Equipment (PPE) issued to public work, RHISN and youth apprentice participants for the work they are undertaking and risks involved.
• To make recommendations for strengthening the institutional systems related to the preparation, implementation, and monitoring of ESRM instruments, aiming to enhance the overall effectiveness of environmental and social risk management within the project.

The estimated implementation period of each contract is 3 Months.

The Urban Food Security and Safety Net Office under Ministry of Urban and Infrastructure now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: consultant’s core business and years in business, qualification and relevant experience of the consulting firm in the field of assignment, technical, organizational and managerial capability of the firm and general qualification and number of technical staff but not individual experts’ bio data.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
