1. The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Africa CDC Regional Investment Financing Program and intends to apply part of the proceeds toward payments under the contract for Construction and Installation of EQA PT Panel Production, Bio-Bank and Central Warehouse Center (Remaining Works).
2. The Ministry of Health now invites sealed Bids from eligible Bidders to submit a Bid for the Construction and Installation of EQAPT Panel Production, Biobank, and Central Warehouse Center (Remaining Works) The building to be constructed has secured land in the capital city, Addis Ababa specifically located at Gulele Sub city in the premise of Ethiopian Public Health Institute (EPHI). Bidders who wish to participate in this bid should have past specific experience as Prime Contractor, Management Contractor, Partner in a Joint Venture, or Subcontractor; in at least One 2B+G+8 (Two Basements and Nine Stories) related Building Project within the last 5 years (Starting from 1st January 2021 up to bid submission deadline) with a project cost of at least 14.15 million USD for one contract that have been successfully or substantially (80%) completed and that are similar to the proposed Works, Or two 2B+G+8 (Two Basements and Nine B Stories) related Building Projects within the last 5 years (Starting from 1st January 2021 up to application submission deadline) each with a Project cost of at least 7.1 Million USD for two contracts.. The intended construction period to complete the work is 365 calendar days. The bidder should have a minimum average annual india construction turnover of 22 million USD within the last 5 (Five) years, divided by 5 years. The Bidder shall also demonstrate that it has access to, or has available, liquid assets, lines of credit, sufficient to meet the construction cash flow requirements estimated as 3.75 million USD. Application of margin of preference is applicable.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers - Procurement in Investment Project Financing" "Procurement Regulations for IPF Borrowers Procurement in Investment Project Financing" (Seventh Edition, September 2025)("Procurement Regulations"), and is open to all eligible Bidders as defined in the procurement regulations
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30% and for the Bid cost: 70%.
5. Interested eligible Bidders may obtain further information from Ministry of Health, Procurement Executive Officer, and inspect the bidding documents at the address below during office hours: from 09:00 A.M to 12:30 PM hours and from 2:00 PM to 5:00 P.M hours Ethiopian Time, Mondays to Thursdays and 09:00 A.M to 11:30 A.M and 2:00 PM to 5:00 PM hours Ethiopian Time on Fridays.
6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee' of ETB 10,000 (ten thousand) or its equivalent in a freely convertible currency. The method of payment will be in direct deposit at Commercial Bank of Ethiopia (CBE) Account Number Ref 100 00 00 98 48 77 and presenting the deposit slip in person or mail to MOH Finance Executive Office and the document will be given to the applicants arriving at our premises in person or sent by airmail for overseas firms.
7. Bids must be delivered to the address below on or before 2 October 2026 @ 2:00PM. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID," and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on 2 October 2026 @ 2:00PM. All envelopes marked "FINANCIAL PART" shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a: (i) Bid Security of ETB 15,000,000 (Fifteen Million Birr Only) or USD 93,850(Ninety-three thousand eight hundred fifty United States Dollar) or its equivalent in a freely convertible currency. Bid Security must be in the form of either CPO or Bank Guarantee.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's Beneficial Ownership, as part of the Contract Award Notice, using the Beneficial Employer Ship Disclosure Form as included in the bidding document.
