The Federal Democratic Republic of Ethiopia represented by the Ethiopian Roads Administration (ERA) has allocated funds for the mentioned Project:

The Ethiopian Roads Administration hereby invites qualified RC-1/GC-1 and above contractors to express their interest in undertaking the Base Course, Asphalt and related work components as subcontractors on a fixed rate basis for the above listed project.

The Contractor is responsible to ensure the works are executed to highest quality, within the budget and crushed schedule. The envisaged subcontract works is scheduled for 1 (one) year of construction followed by 2 (Two) years Defect Notification Period. The scope includes mobilization of all required equipment and qualified personnel to achieve the project objectives.

Interested contractors must demonstrate their capacity to perform the assignment by submitting information that confirms their qualifications. Contractors are required to provide the following minimum information

  • Specifically indicate the sections interested to participate,
  • Eligibility documents, relevant licenses, and certifications,
  • Contractors shall submit audited financial statements covering the past five years, certified by a licensed auditor. The financial reports submitted be cross-verified by the relevant tax authority or the Accounting and Auditing Board of Ethiopia. If such conditions are not met the submitted EOI may be rejected,
  • List of previously executed projects with supporting evidence; description of similar assignments performed, experience under similar conditions or with accelerated (crashed) schedule, and a list of appropriate key experts/staff with relevant skills and experience for the assignment,
  • Technical and managerial capability, including details on personnel and equipment; Contractors shall provide verifiable proof of availability (through ownership, lease or rental and location) for key equipment, specifically crusher and asphalt plants or shall demonstrate proof of immediate access to a reliable source for the supply of asphalt and crushed base course materials, accompanied by a legally binding commitment for the same,
  • The condition will be physically verified during the qualification phase. Submission of false information will result in applicant rejection and further actions as per applicable laws,
  • Litigation history,
  • Disclosure of any conflict of interest,
  • Performance record of firms will be assessed and considered for the shortlisting purpose,
  • Contractors may form joint ventures to enhance thèir chance of qualifications,
  • The Client may select high-ranking contractors through a merit-based scoring system, following a mandatory eligibility and qualification check. This framework will be used to prioritize project allocation among the highest-evaluated qualified bidders. The major qualification areas shall be evaluated during merit-based criteria is the assessment;
  • Average Annual Construction Turnover: Financial capacity assessed based on construction turnover over the specified preceding years.
  • Financial Standing: Overall financial stability and liquidity.
  • Equipment Availability and Location: Availability of key equipment, specifically crusher and asphalt plants. Assessment will consider ownership status and physical location/mobilization distance relative to Addis Ababa; applicants shall explicitly state equipment technical specifications, ownership verification, and transport distance from Addis Ababa.
  • Relevant Experience: Applicants' specific contract execution experience in projects of similar nature, scope, and complexity
  • The minimum Annual Construction Turnover, Liquid Asset/ Cash Flow, General and Specific experience for the project is as shown below:

Expressions of interest will be evaluated in accordance with the Public Procurement and Property Authority Proclamation of the Government of the Federal Democratic Republic of Ethiopia and ERA Standard Bidding Documents.

Expressions of Interest must be delivered to the address below on or before September 8, 2026 at 5:30 PM with the format provided by ERA this specific submission.

Late submissions may be rejected.
