Background

Action for Social Development and Environmental Protection Organization (ASDEPO) is an Ethiopian non-governmental non-profit making humanitarian organization established in 2013 and re-registered in 2014 as per the new Civil Society Organizations Proclamation N° 1113/19 with registration number 3528. ASDEPO is engaged in different thematic program areas of intervention namely Education, Health/HIV and AIDS, Nutrition, Community and Family Support, Women and Youth economic empowerment, livelihood and Skill Training, Water, Sanitation and hygiene, Environmental Protection, Protection and Humanitarian response in all regional states and city administrations of Ethiopia.

ASDEPO is currently seeking an External Auditor to conduct an audit service for its fiscal year 2025 financial statements in accordance with IPSAS and the requirement of the Agency for Civil Society Organizations (ACSO) plus Federal Democratic Republic of Ethiopia Accounting and Auditing Board of Ethiopia (AABE).

Hence, ASDEPO invites all interested & eligible bidders that are qualified, technically competent and have valid license for the current Ethiopian FY to participate on the bid.

Scope of Service

The firm will audit the client's financial statement of the fiscal year 2025,

The firm will audit the financial statement and the supporting documents of the concerned period as prepared by the client and will give his opinion on the fair presentation of the financial statement

The firm should conduct the audit according to IPSAS, the Agency for Civil Society Organizations, and the Accounting and Auditing Board of Ethiopia (AABE) requirements.

The audit will be based in the Addis Ababa Office and visits to the projects may be facilitated upon request.

In its proposal, the firm should provide the fee for audit service; the duration of the annual audit; and the date of submission of the final audit report.

Tender Requirement

1. 1. 1. 1. Bidding will be conducted in accordance with the open tendering procedures contained in the Directives of the Organization and other Relevant Laws of the Country, and is open to all eligible bidders.
         2. Bidders shall present

1. 1. a copy of renewed trade license, Certificate of registration, Tax Clearance certification, VAT Registration Certificate, and TIN Registration Certificate as part of the technical proposal.
   2. The firm's profile as part of technical proposal
   3. Evidence of previous experience in providing audit services in similar organizations.
   4. Certificate of Competence from the Accounting and Auditing Board of Ethiopia (AABE).
2. Proposal should be submitted in two separate sealed envelopes, Financial and Technical proposals, addressed to ASDEPO that clearly indicates price with VAT.
3. The envelopes should clearly indicate the RFQ reference number Ref. "ASDEPO/CS/001/2025"
4. Proposal must be deposited in the bid box prepared for this purpose at our Head Office, located in Lemikura subcity, woreda 8, around Figa traffic light at the back of Lion Bank Beshale branch, on or before December 26, 2025, 10:00 AM (morning)
5. Proposal opening shall be held by December 26, 2025, 10:30 AM (morning) with the presence of bidders and/or their representatives who want to attend.
6. The winning firm shall start the audit work on February 2,2026
7. Failure to comply with any of the conditions stated above shall entail automatic rejection.
8. ASDEPO retains the right to fully or partially cancel the bid, if better options are availed.

Audit firms that meet the requirements are kindly requested to submit in person their technical and financial proposals until December 26, 2025, 10:00 am during working hours. A receipt of acknowledgement of submitting the offer must be issued and signed by both parties indicating the date and the time of reception.
