The Ethiopian Orthodox Church Development and Inter-Church Aid Commission (EOC-DICAC) and Siqque Women Development Association (SWDA) invite bids for the supply, installation, testing, and commissioning of four solar-powered water pumping systems in Gumay, Setema, Dedessa, and Borecha woredas of the Oromia Regional State.

Supply, Installation, Testing, and Commissioning of Solar Water Pumping Systems (Four Units)
The Ethiopian Orthodox Church Development and Inter-Church Aid Commission (EOC-DICAC), in partnership with the Siqque Women Development Association (SWDA), invites eligible and qualified firms to participate in an open competitive tender for the supply, installation, testing, and commissioning of four (4) solar-powered water pumping systems under the Forests for Life (FFL) Programme.
The solar water pumping systems will be installed in Gumay and Setema woredas (Jimma Zone) and Dedessa and Borecha woredas (Buno Bedele Zone) of the Oromia Regional State, to support small-scale irrigation, climate resilient livelihoods, and sustainable natural resource management.
Eligibility Requirements for Interested Bidders:
- All interested and eligible bidders can obtain the bid document from EOC-DICAC at the address given below during office working hours within the indicated dates.
- Details requirements are provided in the bid document/ TOR which should be signed stamped and retimed as part of bid requirement together with bidder's price.
- The bidder must demonstrate a proven track record in supplying and installing solar-powered water pumping systems of similar size and technical complexity. This should be supported by evidence such as completion certificates, reference letters, or previous contract documents.
- The bidder must have adequately qualified experienced technical personnel capable of installing. And testing, commissioning, and providing after-sales support for solar pumping systems. Relevant academic qualifications and hands-on experience in solar and electrical works are required.
- The bidder must submit a bid security in the form of a Certified Payment Order (CPO) equivalent to two percent (2%) of the total bid price. The CPO shall serve as a guarantee of the bidder's commitment and will protect the procuring entity in the event of bid withdrawal or failure to sign the contract if awarded.
- All Interested bidders should collect the bid document up to January 6/2026 from EOC-DICAC Finance Office at the address given below.
- All interested bidders are requested to deliver SEALED BID DOCUMENT original and copy to EOC-DICAC, till January 9,2026, 4.00 PM
- Bids shall be valid for a period of thirty (30) days after bid opining.
- Bidders must attach valid Trade/ Business licensee, Registration certificate. Taxpayer certificate, VAT registration, fax clearance supported by eligible licensed auditors and good performance evidence and past work experience in related field.
Scope of Work
The assignment includes full supply, installation, testing, commissioning, handover of fully operational systems, and basic operation and maintenance orientation.
Submission
Bidders are required to submit separate Technical and Financial Proposals, which must be properly sealed, signed, and stamped by an authorized representative of the bidder. All proposals shall be placed inside the tender box prepared for this purpose, and any submission received after the specified deadline will not be accepted.
Detailed technical specifications, submission instructions, and timelines are provided in the tender documents. EOC-DICAC and SWDA reserve the right to accept or reject any or all bids, or to cancel the procurement process, in whole or in part, without incurring any liability.
