International Competitive Bid (ICB) Notice

Bid Announcement No. EPA/01/2026

The Ethiopian Press Agency, in the 2018 Ethiopian Fiscal Year, intends to procure various printing machinery ranging from pre-press to post-press, including installation, commissioning, training, and testing, through an International Competitive Bidding (ICB) process.

1.     Items to be Procured

·        Sheet-fed offset press

·        Folding machine

·        Paper cutting machine

·        Perfect binding machine

·        Double saddle stitcher

·        Laminating machine

·        Heavy-duty printer

·        Thermal CTP (Computer-to-Plate)

2.     Eligibility Requirements for Bidders

Bidders interested in participating must fulfill and attach the following legal requirements:

·        Valid and renewed Trade License for the current fiscal year in the relevant sector.

·        Business/Trade Registration Certificate.

·        Taxpayer Identification Number (TIN) Certificate.

·        Value Added Tax (VAT) Registration Certificate.

·        Supplier Registration Certificate from the Public Procurement Agency.

3.     Bid Bond / Bid Security

·        Amount: 500,000.00 ETB (Five Hundred Thousand) Ethiopian Birr) or the equivalent in foreign currency (US Dollar, British Pound, or Euro).

·        Format: Form of a CPO, Bank Guarantee (Bid Bond), or a Letter of Guarantee issued by the organizing body for Micro and Small Enterprises (MSEs).

·        Crucial Note: The original Bid Security (CPO/Bid Bond) must be enclosed inside the Technical Original document envelope.

4.     Submission Guidelines and Document Packaging

Bidders must submit their proposals within 45 consecutive days starting from the date this bid is floated. The bid must be submitted in four (4) separate, sealed envelopes, clearly marked with document type as follows:

1.     Technical Document - Original (Bid Bond must be included here)

2.     Technical Document - Copy

3.     Financial (Price) Document - Original

4.     Financial (Price) Document - Copy

·        Disqualification Note: Any document that is altered/erased, unsigned, or illegible/suspicious will not be accepted.

5.     Bid Closing and Opening Schedule

Note: Bids will be opened in the presence of bidders or their legal representatives. However, the absence of a bidder will not prevent the bid from being opened. If the 46th day falls on a Sunday or a public holiday, the bid will close and open on the next business day at the same time.

6.     Rights of the Agency and Address

·        Right to Cancel: The Agency reserves the right to accept or reject the bid fully or partially if a better alternative is found.
