1.     The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa - Groundwater for Resilience Project, and intends to apply part of the proceeds toward payments under the contract for Civil Works, Supply & Installation of Pipes & Fittings, Supply & Installation of Electromechanical Works, and Supply & Installation of a Reverse Osmosis (RO) Treatment Plant for the EMMINO Kebele Water Supply Project in Elidar Woreda, Afar Region.

2.     The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for Civil Works, Supply & Installation of Pipes & Fittings, Supply & Installation of Electromechanical Works, and Supply & Installation of a Reverse Osmosis (RO) Treatment Plant for the EMMINO Kebele Water Supply Project in Elidar Woreda, Afar Region. The project site is located 740KM from Addis Ababa to Elidar and additionally 26km asphalt beyond Elidar and again a turn at Gewah 29km dry weather road. Or from Semera (capital of the region) 215km of which 176km is asphalt and the remaining 39km dry weather. The Works is intended to be completed within 240 (two hundred forty) calendar days. The detailed evaluation and qualification criteria are set forth in the Request for Bids (RFB).

3.     Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" Seventh Edition dated September 2025 ("Procurement Regulations"), and is open to all Bidders as defined in the Procurement Regulations.

4.     Interested eligible Bidders may obtain further information from the Ministry of Water and Energy, Horn of Africa Groundwater for Resilient Project. The Request for Bids (RFB), any clarifications and amendments, will be available on the Ministry's website: https://mowe.gov.et/en/tenders. Therefore, interested bidders may obtain the bidding documents in English from the above-mentioned website and are required to register by completing the Bidder Registration Form at the Ministry of Water and Energy at the address specified below.

5.     Bids must be delivered to the address below on or before 28 August 2026 at 2:00 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 28 August 2026 at 2:30 p.m.

6.     All Bids shall be accompanied by a Bid-Securing Declaration, using the form provided in Section IV (Bidding Forms).

7.     Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
