- The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Institutional and Infrastructure Development Program (UIIDP) and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of ICT Hardware and Associated Software for UIIDP Management Information System(MIS) for 117 ULGs.
- The Ministry of Urban and Infrastructure (MUI) now invites sealed Bids from eligible Bidders for Supply and Installation of ICT Hardware and Associated Software for UIIDP Management Information System (MIS) as follows:-

- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from MUI, Project Procurement Management Directorate under Urban Infrastructure executive office, Ato Meskerem Birhane, urefmf@gmail.com and inspect the bidding document during office hours 8:30 am – 12:30 am and 1:30pm – 3:30 pm from Monday to Thursday and office hours on Friday are 8:30 am – 11:30 am and 1:30 pm to 3:30 pm at the address given below.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 350 or its equivalent in USD 10. The method of payment will be in cash or cashier’s cheque or telegraphic transfer through MUI A/C No 1000263128374 at Commercial Bank of Ethiopia (Swift Code CBETETAA). The document will be provided in hard copy to those bidders who come in person to purchase the bidding document and will also be sent by email with proof of receipt to all bidders who purchased the bidding document by transfer and provide proof of payment to the email address below.
6. Bids must be delivered to the address below on or before 3.30 pm on Thursday, September 29, 2022. Due to the COVID-19 pandemic, bidders have, in addition to submission of hard copies, the option to submit their bids electronically by email and other options as specified in the Bidding Document. Late Bids will be rejected. For bids submitted by hard copies, the outer Bid envelopes marked “Original Bid”, the inner envelopes marked “Technical Part” and for bids submitted electronically the TECHNICAL PART will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 3.30 pm on Thursday, September 29, 2022. in Office 305, 3rd Floor, Ministry of Urban and Infrastructure Building, Opposite National Bank of Ethiopia, Sudan St./Ras Abebe Aregay St., Leghare Area, P. O. Box 3040, Addis Ababa, Ethiopia. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
7. All Bids must be accompanied by a Bid Securing Declaration.
