Assignment Title: Consulting Services for Hospitality & Tourism Skills Training-through Framework Agreement

1. Background

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Education and Skills for Employability (EASE) project that intends to apply part of the proceeds for training services.

The consulting services (“the Services”) include provision of Consulting Services for Hospitality & Tourism Skills Training-through Framework Agreement target youth that will lead to employment. A Performance Based Payment Scheme (PBPS) will make payments to providers linked to enrolment, training, employment, and retention metrics of training participants. The purpose of this program is to link youth into both self and wage employment by equipping them with relevant Hospitality & Tourism Skills that close the gap between employer workforce needs and the skills of the current workforce.

1. Objectives of the Assignment

This call for proposals solicits applications for Job skill for development component of Education and Skills for Employability (EASE) project. The purpose of this project is to place youth into employment by equipping them with relevant hotel, tourism and hospitality skills that close the gap between employer workforce needs and the skills of the current workforce. The project goals include aligning training programs with the real-time needs of employers and industries, acquiring valuable, sought-after skills, and providing a platform for career advancement to ultimately place youth into better job opportunities. Specifically, the call aims to:

• Equip youth with relevant hotel, tourism and hospitality skills along with core soft, business and employability skills across selected cities,
• Secure decent job to a minimum of 80% of the enrolled youth in jobs either in the formal sector or in self-employment.
• Conduct post-placement support and follow up to retain at least 90% of placed youth in a permanent job.

1. SCOPE OF WORK

In this call for proposals, EASE supports the creation of new, and the expansion of existing, programs that provide youth with relevant skills and link them into decent jobs. Proposals can be submitted by NGOs and public and private institutions, including universities and TVET, and can be submitted by one institution or as a joint venture of institutions. All proposals should include at least one Ethiopia-based company. The relevant hotel, tourism and hospitality skills training will focus on specific occupations that face current market demand including Food and Beverage Service, Food and Beverage Control, Bartending (Barista), Front Office Service, Housekeeping and Laundry, Culinary Arts, Pastry and Bakery, Ethiopian Food Preparation, Event Service, Museum Curating, Tour Guiding, Tourism Marketing, Wellness and Spa as well as other related skills.

In general, training does not need to be restricted to the above-mentioned skills, but this can serve to navigate additional occupations in the specific sector. In addition to soft and employability skills, the training program may choose to incorporate components on work-based learning and entrepreneurship training, if they are deemed necessary to support employability.

Interested applicants must identify the proposed cluster of regions and cities and tailor the program to the specific needs and opportunities in each cluster. Applicants may choose to serve populations in one or more of the selected lots in Table 1. The table also contains the target number of beneficiaries per city. The final number of beneficiaries per lot/city may change depending on the proposals received.

The Ministry of Labor and Skills now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) core business and years in business, (ii) relevant experience related to  the assignment, and (iii) technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with Framework Agreement method (FA) arrangements described in the procurement Regulations and to be specifically set out in the Request for Proposals.
