INVITATION TO TENDER

SUPPLY OF DIFFERENT TYPES OF FOOD AND VEGETABLE SPECIES Tender Reference: 0024/DDS/2026

The Somali Regional State Jigjiga Boarding School intends to establish framework agreements for the supply of various food items including dry rations and assorted vegetables -as well as student uniforms, for a period of one year, extendable for an additional year.

The School hereby invites all eligible and interested bidders who meet the requirements to participate in this tender, in accordance with the service specifications, bidder instructions, and the general terms and procurement conditions stated in the Tender Documents.

The Tender Documents will be available at the Jigjiga Boarding School Procurement Office from 24 August 2026 to 14- September 2026.

THE TENDER CONSISTS OF THE FOLLOWING LOTS

Lot 1: Dry Food Items

Pasta, rice, macaroni, sugar, powdered milk, cooking oil, lentils, tea leaves, fava beans, bread, salt, eggs, haricot beans, and firewood. These items will be supplied on a monthly basis under a yearly agreement.

Lot 2: Vegetable Species

Fresh meat, potato, onion, common pepper, chili pepper, garlic, tomato, curry spice, jumbo (large onion), cabbage, mixed spices, tomato paste, and other assorted spices. These items will be supplied on a daily basis under a yearly contractual agreement.

Lot 3: Student Uniforms

Student uniforms tailored specifically for boys and girls according to student requirements. This is a one-time contract.

ELIGIBILITY REQUIREMENTS

1.     License and Tax Clearance Requirements

Suppliers participating in Lot 1 and Lot 2 must possess:

A valid trading license renewed for EFY 2019;

A valid Tax Clearance Certificate up to the deadline of bid submission;

VAT registration;

TIN (Tax Identification Number); and

A supply certificate relevant to each lot for Lot 1 and Lot 2.

Bidders must present both the original documents and copies at the time of purchasing the Bidding Documents.

2.     Purchase of Bidding Documents

Interested suppliers may purchase the Bidding Documents by submitting a written application to the Procurement Office of Jigjiga Boarding School. A non-refundable fee of ETB 200 per lot shall be paid.

3.     Bid Security

All bids must be accompanied by bid security equivalent to 1.5% (one point five percent) of the bid amount, in the form of: CPO (Cash Payment Order); or

 Bank Guarantee.

Insurance bonds are not acceptable. The bid security must remain valid for 60 days after the bid opening date.

4.     Submission of Bids

Bids must be submitted to the Procurement Office of Jigjiga Boarding School no later than 14 September 2026 at 10:00 AM. Late bids will be rejected.

Bids must be submitted in two separate sealed envelopes:

One envelope labeled "Qualification and Bid Security"; and

Another envelope labeled "Financial Bid."

Both envelopes shall be placed inside a single outer sealed envelope.

5.     Opening of Bids

Bids will be opened on immediately after the Bid Submission Deadline Date 14 September 2026 at 10:30 AM at Jigjiga Boarding School, in the presence of bidders or their authorized representatives.

6.     Bid Evaluation Procedure

Evaluation will be carried out in two stages: first, a Technical Qualification Assessment; followed by a Financial Bid Evaluation of technically qualified suppliers.

7.     Right to Accept or Reject

1.     Jigjiga Boarding School reserves the full right to accept or reject any or all bids in accordance with the applicable procurement rules and the provisions contained in the Bidding Documents.
