Habesha Cement S.C. would like procure a contract for the supply of PPC Cement packing bags (PP Bags) to its cement production plant from a reliable partner who can meet the requirements with consistency and quality. The successful bidder will sign a framework agreement for the supply of cement bags to the service period mutually determined by both parties
Hence, the company invites eligible and qualified manufacturers to submit sealed bids for the supply and delivery of cement bags in a national competitive bidding procedure.

Eligibility Criteria
· Valid Business Registration licenses for the current Ethiopian Fiscal Year (i.e. Tin Certificate, VAT Certificate. Tax Clearance and related eligibility documents there may be)
· Compliance with national and international standards with a proven track record in cement bag supply contracts
Evaluation and Award
Bids will be evaluated based on:
· Compliance with technical specifications
· Competitive pricing and delivery capacity and reliability
Bidders shall clearly specify their price for One piece of packing bag with or without VAT and other tax related expenses there may be. All bids must be accompanied with a bid security in the amount of ETB 100,000 (One Hundred Thousand) in the form of CPO or unconditional Bank Guarantee.
Bidding document may be obtained from the Head Office at the address below from 8:00 a.m. to 5:00 p.m. Monday through Friday and 8:00 a.m. to 11:00 a.m. on Saturday beginning from Monday 23rd March 2026 with a non-returnable fee of ETB 200 (ETB Two Hundred) only.
Bids must be delivered on or before 27th March 2026 at 4:00 P.M. to the address shown below. Bids will be officially opened on the same day at 4:30 P.M in the presence of designated representatives of bidders who chooses to attend. Habesha Cement reserves the right to reject any or all bids at any stage of the bidding process.
